  1. Emergency Shelter Cluster Achievements • Created a permanent inclusive forum of emergency shelter sector involving 7 UN agencies and 5 non-UN actors. • Drafted TOR for the cluster at global level. • Listed the key NFIs required for emergency shelter. • Defined requirements of preparedness for 1 emergency of 500,000 persons at global level. • Mapped capacity of several key Cluster members. • Identified key issues and established an implementation plan. • Created a matrix on cross-cutting issues.

Main Recommendations • Develop Strategies and Standard Operating Procedures • Develop guidelines and tools. • Strengthen shelter and related-NFIs stockpiles, improving interoperability. • Increase number of qualified staff ready for urgent deployment. • Develop training modules and undertake at least 3 trainings during 2006. • Continue to have cluster working group meeting on a regular basis

Outstanding issues • All aspects of accountability in the process at global and national level clusters as well as non-UN cluster members need to be established. • Clear linkage (inter-cluster and global/national) and operating/reporting procedures need to be established. • Broader guidance on coordination with bilateral assistance needed. • Additional staffing and dedicated resources required.

  4. Cluster Specific Resource Requirement for A new emergency of 500,000 persons • USD 1.1 million for global cluster preparedness and enhanced capacity • USD 33.9 million for purchasing, warehousing and transportation of shelter and related NFIs for one emergency of 500,000. (the amount would normally be included in the CAP)
