  2. Importance of International Cooperation Withthepurpose of enhancingthescope of itsactions, theMexicanGovernmentfindswithinthemechanisms of internationalcooperation, fundamental alliestohelpitsefforts in thestruggleagainstpoverty.

  3. Characteristics of International Cooperation • Mexico has a dual rol both as a recipient as well as a country which offers cooperation. • The International Law of Cooperation for Development, published at the DOF (acronym in spanish) on April 6, 2011, creates the Agency of International Cooperation for Development. • The SEDESOL, with its counterparts from other countries, highlights cooperation under the format of shared costs, and the contribution of resources varies depending on the modality and the type of agreement reached.

Principles of International Cooperation in Mexico: • EXPERIENCE EXCHANGE: the international cooperation strategy is based in the principle of shared efforts as the best way to obtain mutual benefits. • STRENGTHENING OF CAPACITIES: through training, joint research, consultants, etc, in a way that they favor integral social development within the different areas of action. • COMPLEMENTARITY: The object is to contribute and strengthen local efforts and the areas which require improvements, in accordance with the capacities of the various cooperating partners. • IMPLEMENTING BETTER PRACTICES: exchanging experiences is useful to find out what works and what doesn't in different areas. Through cooperation, what works can be replicated.

EXPERIENCE EXCHANGE Participation in multilateral cooperationforums Someexamples • Throughitsparticipation in forums, workshops and internationalseminars, SEDESOLS contributesto: • The exchange of experiences and propagation of better practices in the matter of the fight against poverty. • Proposal and discussion of objectives, strategies, and policies pertaining to social development. • The strengthening of its Institutional technical capacity. • The Positioning of Mexico’s Social Politics at an international level. • UN: General Assembly. Meetings with the Economic and Social Council (ECOSOC) and its commissions. • Ministerial meetings, to prepare forHeads of State and Government Regional Summits. • OAS: InterAmerican Social DevelopmentCommission. (ISDC). • Mexicanreportsbeforethe Universal PeriodicExamMechanism of the U.N. HumanRights Council • Othertechnicalforumssuch as: LatinAmerica and theCaribean No HungerInitiativeWorkGroup, from FAO

  8. COOPERATION WITH INTERNATIONAL AGENCIES. SEDESOL participates in Agreements to receive technical cooperation and financing by the World BanK; and it also accepts support for its social programs by the InterAmerican Development Bank. The SEDESOL takes on technical cooperation projects and seminars with agencies such as: OECD, UNDP, FAO, WFP, U.N. HABITAT, European Union and the OAS.

  9. COLLABORATION WITH OTHER COUNTRIES Through technical cooperation activities, experiences are exchanged and better practices are shared. Between 2007 and 2011, over 60 delegationsfromdifferentcountrieshavevisited SEDESOL, Mexico, amongstthem: • Theprovensuccess of SEDESOL programssuch as “Oportunities”, has createdthepossibilitytogenerate a positive impact in thewellbeing of families in extreme poverty, and has allowedfortheprogramtobecopiedin otherparts of theworld. • Africa: Angola, Burundi, Cameroon, Egypt, Guinea Bissau, Morocco, Namibia, Nigeria and South Africa • Latin America: Brazil, Chile, Guatemala, Ecuador, Haiti, Honduras, Panama, Paraguay and Peru • Asia: China, Japan, Pakistan and Vietnam • Europe: European Commission and France

Development of Basic Skills Programs and actions that allow the leveling of opportunities through acces to education, health and nutrition. Development and Improvement of the Physical and Social Environments To allow the blending of the social fabric and an orderly development, regionally balanced within the territory Social Protection Network To face contingencies and risks through the course of life which make people vulnerable. 10
