  2. What Is Agenda 21? Agenda 21 is the 1992 action plan set forth by the United Nations in 40 chapters of a political agenda called U. N. Agenda 21 Sustainable Development (the agenda for the 21st century) to control most aspects of life. Agenda 21 is a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which human impacts on the environment. www.un.org/esa/dsd/agenda21/index/html

  3. 1983 Brundtland Commission (Dr. Gro Harlem Brundtland) Brundtland was invited to establish and chair the World Commission on Environment and Development (WCED). It was this commission that coined the definition of Sustainable Development. Dr. Brundtland was the Prime Minister of Norway/VP of World Socialist Party. 1987 “Our Common Future” – published report from Brundtland Commission. This commission provided the momentum for the 1992 Earth Summit (and Agenda 21) that was headed by Maurice Strong (Maurice Strong was a prominent member of the Brundtland Commission) 1991 Senator Al Gore meets in secret with Prince Philip and Maurice Strong on Prince Philip’s yacht 1992 George H. W. Bush attends RIO Earth Summit (rumor has it he was coerced to attend by John Kerry and Al Gore)(two resolutions submitted to Congress requesting the President attend) 1993 Presidents Council on Sustainable Development created by Executive Order (federal cabinet heads – EPA, HUD, DOT, DOE etc. and business leaders – Ken Lay of Enron, Dow Chemical etc. to implement A21) It is the PCSD we see in America 1995 APA $5 M Grant to create a guide to change land use laws in order to comply with A21 in the US. Growing Smart: Legislative Guidebook with Model Statutes for Planning and the Management for Change 1996 - Sustainable America a New Consensus (the plan to get Americans to comply. Make them think they had a part in the plan) Neutralization of the opposition. Neutralize your enemies. Design plans in advance then bring people in to make them think it is their plan. All plans are the same. They are all using the APA guide and template to create the plan. 1997 Counties and Mayors create – Joint Center for Sustainable Communities 2001 National Governors Assoc. Endorse Smart Growth 2011 White House Rural Council – President Obama created the council with EO12575. 24+ government agencies to control and inventory all aspects of rural land and life. 2012 - Rio+20 – June 20-24 – Agenda 21 from soft law to hard law? Intl Covenant on Development and Environment, Small Arms Treaty, Intl Taxation, Rights of the Child etc.

  4. How Come Rush Limbaugh Hasn’t Told Me About Agenda 21? • It is by design and best explained by J. Gary Lawrence a Seattle Planner and contributor to the Presidents Council on Sustainable Development: • “In the case of the U.S., our local authorities are engaged in planning processes consistent with LA21 but there is little interest in using the LA21 brand. Participating in a UN advocated planning process would very likely bring out many of the conspiracy-fixated groups and individuals in our society such as the National Rifle Association, citizen militias and some members of Congress. This segment of our society who fear ‘one-world government’ and a UN invasion of the United States through which our individual freedom would be stripped away would actively work to defeat any elected official who joined ‘the conspiracy’ by undertaking LA21. So, we call our processes something else, such as comprehensive planning, growth management or smart growth.

From Transition Cities, Hohenwald, TN • Professor Loorbach stated in his 2009 award- winning paper “A transition research perspective on governance for sustainability”4 that: “Radical, structural change is needed to erode the existing structure of a system and ultimately dismantle it. Immediate radical change, however, would lead to maximal resistance from the deep structure, that cannot adjust to a too-fast, radical change. Abrupt forcing of the system would disrupt the system and would create a backlash in the system because of its resilience. Incremental change allows the system to adjust to the new circumstances and to build up new structures that align to the new configuration. Radical change in incremental steps thus implies that the system heads for a new direction toward new attractors, but in small steps.”

The Goals of Sustainable Development • Change consumption patterns • Promote sustainable human settlements • Plan & manage all land resources, ecosystems, deserts, forests, mountains oceans, fresh water, agriculture • Rural development • Ensuring equity (social justice – Karl Marx) • Increased power for NGOs • Redefine the role of business and finance resources • All of this is to be accomplished on a global, national, local level

The Real Agenda • Control and inventory of all air, water, land, minerals, plants, animals, information, industry, human beings, human activity. • The redistribution of wealth and resources from developed countries (the USA) • Population control • Global governance, law and monetary system • Government ownership/management of all land • Global military • Open borders • Mixed used, livable, walkable communities inside Urban Growth Boundaries (UGB) • A UN takeover of the environmental movement

  11. 5 Paths to Sustainable Development • What They Will Do • Wildlands (the rural plan) • Smart Growth (the city plan) • How They Will Do It • Stakeholder Councils/Government (local governing body) • Public Private Partnerships (government controlled monopolies) • Education (indoctrination, consensus not facts, global citizens with no alliance to family, God or country) • The first two paths call for strict land use policies designed to tell humans where and how they will live

Wildlands Project (the rural plan) • Created by David Foreman of Earth First (environmentalist) • Re-wilding 50% of all land in every state (only wildlife managers and researchers will be allowed) • Herd humans off rural land and into human settlements (Urban Growth Boundaries – stack and pack) • The Wildlands Project became the blueprint for the UN’s Biodiversity Treaty (which was never ratified by the Senate but being implemented just the same) • These areas will be interconnected by “corridors of wilderness.”

  13. How Does Re-Wilding Happen? One Step at a Time • Take a large wilderness area with no human activity (National Park - Blue Ridge National Heritage Area in VA) • Create a highly regulated buffer zone around the area which will require permits for almost every activity making it impossible for land owners to make a profit. EX: Down zoning requires 25 acres to build 1 home • Eventually the land owner is forced to accept conservation easement relief to reduce the tax burden. In exchange the land owner loses the right to use the land • As rural land is removed from the tax base the tax burden increases to the remaining land owners • Now the buffer zone is expanded and they just keep doing this until 50% of all land is off limits to growth or use of any kind. • This is how we move people into the human settlements one step at a time.

Re-Wilding Projects • Currently the West with it’s vast open space makes it a good target • The plans come in many names, Heritage areas, land management, wolf & bear reintroduction, rails to trails, conservation easements, open space etc. • All designed just to make it more expensive, more difficult and more hopeless • Currently there are 31 Wildlands projects underway, locking away more than 40% of the nations land • The Alaska Wildlands Project seeks to lock away most of the entire state • 22 Wildlands projects already under way in WA, OR, ID, MO, SD, CA, AZ, NV, WY, TX, UT (clean coal) • Y2Y (Yellowstone to Yukon - 2000 mi. no man’s land from Arctic to Yellowstone. • East of the Mississippi there are 9 Wildlands project underway. ME, PA, NY, WV, OH, VA, TN, NC, SC, FA, FL (watch for names such as Chesapeake Bay Watershed, Applalachian Restoration Project and Piedmont Wildlands Project)

How Re-Wilding Works • Lets take a huge piece of land where no humans live - A national park will do - no human activity allowed • Then establish a buffer zone around it - very limited human activity • Then you enlarge the the park area to the limits of the buffer zone and create a new buffer zone - Now you have a process that acts like cancer until all human activity is stopped • Cut off water to the farmers by pushing back access to riverbanks, lock away natural resources by creating national parks, invent endangered species (IE Spotted owl - now you can’t cut down any trees) • No water farms close down, no trees to cut the timber industry closes down, no resources available gas, oil and coal shortages are created. • Locking away land cuts the tax base. Eventually the town dies. • People move or are incented to move to the city and the wilderness grows just as David Foreman planned.

Smart Growth (the city plan) • Once moved to the city a line will be drawn around the city (VA calls this Urban Development Areas)- no growth to take place outside of the line - land outside the line will be worthless - while land inside will be extremely expensive/high taxes • Limited space inside will create a housing shortage • Population controls will be needed to address congestions, air pollution and housing shortage. • Green regulations for home building will be very bureaucratic and expensive (higher cost for housing will create higher taxes) • Refuse to build or repair roads to get you out of your car and into public transportation - limit mobility • Strict regulations on what you can do. Permits to remove a tree, plant a garden, what materials can be used to build a home, tiered rate for water usage, energy audits that will result in costly refitting of a home on order to meet ones’ daily needs for water and energy.

Wikipedia Definition of Smart Growth: Smart growth is an urban planning and transportation theory that concentrates growth in compact walkable urban centers to avoid sprawl and advocates compact, transit-oriented, walkable, bicycle-friendly land use, including neighborhood schools, complete streets, and mixed-use development with a range of housing choices. The term 'smart growth' is particularly used in North America. In Europe and particularly the UK, the terms 'Compact City' or 'urban intensification' have often been used to describe similar concepts, which have influenced Government planning policies in the UK, the Netherlands and several other European countries.

  20. Livability Principles • HUD Grant money mandates the community support the Livability Principles • LP was created by a partnership between the EPA-DOT-HUD. There are 6 principles • “Livability means being able to take your kids to ” school, go to work, see a doctor, drop by the grocery or post office, go out to dinner and a movie, and play with your kids at the park, all without having to get into your car. Livability means building the communities that help Americans live the lives they want to live—whether those communities are urban centers, small towns, or rural areas.”—Secretary Ray LaHood U.S. Department of Transportation

Stakeholder Councils/Government • Non-Elected ruling class inside the human habitat called Stake Holder Councils • NGO’s enforce their own private agenda • You will have to ask them for permission (usually denied) for anything necessary to live in the community • They control and ruin business. In SF, CA there can only be 7 McDonalds even if demand could support more. • They dictate the kind of building materials you can use to build homes, whether you can build at all, they may allow you to build then not allow water or electricity • Extremely controlling and you can just imagine the corruption surrounding this type of set up. • A system of councils that report to an apex council and then implement a predetermined outcome. • These councils are an operating mechanism of a government-controlled economy

Stakeholder Councils/Government • A complete re-engineering of our government • Stakeholder councils and non-elected boards and regional government • Will be impossible to speak with elected officials • Government sanctioned monopolies • Councils will decide who builds what and how. • GHI - Gross National Happiness to replace Gross National Product to measure the health of our nation. Use social trends that affect quality of life rather than economic health. • Happy Planet Index - long and happy lives must be the economies ultimate goal and not merely insatiable economic goals. • These plans come from official documents from the state of MD.

  24. Regionalism • “Regionalism must precede globalism. We foresee a seamless system of governance from local communities, individual states, regional unions and up through to the United Nations itself.” UN Commission on Global Governance

  25. Public Private Partnerships (Facism) • Government sanctioned monopolies. Only those approved by internationally recognized Leadership in Energy & Environmental Design (LEEDS) will survive. • A favored few are granted special favors like contracts, tax breaks, eminent domain, non-compete clauses, specific guarantees of return on investments • They can charge whatever they want and can use the power of government to put competition out of business. This is not a system of free enterprise • GE forcing “green” light bulb on you charging 5Xs the price of incadescent. They put their own product out of business. • PPPs are building the TTC, highways, water treatment plants • PPPs controlling the water can also control consumption • Success as a PPP is not based on quality of product but by who you know • In order to become a PPP you must buy-in to Sustainable Development and help to implement it even if that means destroying your own product • This is why Home Depot uses it commercials to oppose cutting down trees, British Petroleum advocates reducing the use of oil

Education • Chapter 36 of A21 makes it clear an intention to integrate A21 into ALL curriculum as a de facto international education standard • SD education began in the US with No Child Left Behind Act to reinforce the US commitment to the UN Educational, Scientific and Cultural Organization (UNESCO) goals for education. • Race To The Top is the new program implemented by President Obama’s administration. • International Baccalaureate vs Advanced Placement (AP) • Consensus instead of fact. 5+5=11 if the consensus agrees. • Eventually the government will decide our children’s career path. • The intent is to destroy our children’s alliance to God, family and country. To align themselves with the collective and the One World Government • The US Dept. of Education carefully insulated themselves from critics of this radical plan by funding tax-exempt, NGO’s to do their dirty work. Sometimes an NGO is several layers removed from its true funding source.

Non Government Organizations (NGO) – Sanctioned and registered using a lengthy application process by the UN • ICLEI, Chamber of Commerce, APA, Sierra Club, Nature Conservancy, many foundations (Turner Foundation, Ford Foundation) • ICLEI and APA deny any affiliation with Agenda 21 or the UN. This is not true. Both organizations support UN Habitat. • UN Habitat Land Policy – No private ownership of land • ICLEI wrote The Local Agenda 21 Planning Guide • ICLEI wrote Chapter 28 of the UN Agenda 21 Sustainable Development • ICLEI STAR is supported by George Soros/John Podesta/Hillary Clinton (think tank) Center for American Progress (CAP) • APA received $5M in 1995 to create a program to be implemented in all US universities to incorporate the policies of Agenda 21 in programs for future planners.

Club of Rome – Council on Foreign Relations – Bilderberg – Trilateral Commission – Earth Charter • CoR – first to bring the concept of environmental sustainability to the attention of the public in 1972 by a book entitled “The Limits to Growth.” • Although the CoR was created in 1968 at David Rockefeller’s estate in Bellagio, Italy a lot of the same players have been involved in Agenda 21 (Gorbechev, Gore, Strong, Soros, Gates, Turner) The CoR consists of only 100 members at any one given time. • The goal of the CoR was to create the new world order and they clearly state they intend to use the environment as the tool the get people to comply. • One of their models concluded the ideal sustainable population is more than 500 million but not more than 1 billion. How Does This Affect Me? • NGO’s (ICLEI, APA, Chamber of Commerce etc) assist local communities to obtain funding from the Government (remember these sustainable grants were created to promote Agenda 21) and Foundations to fund the projects. • They dangle the golden carrot (free money – TAX PAYER MONEY) in front of elected officials with all sorts of promises and of course it’s all optional. • Optional until you want money in the future for roads or other projects (the stick). • Once they entice your local officials with the golden carrot the public input sessions begin. But when you go to these meetings the priorities are already established. None of these priorities state the protection of private property. • If they do allow you to determine your priorities the list that comes from that session will look nothing like the list you created. All lists in all cities/counties/states have the same underlying theme. • Planners use templates created by the APA. This predetermined plan is your indication that there is a plan but it is not a plan created for YOUR community it is their plan to accomplish the goal established by our government in guidelines for the grant money they accepted. • Remember what we have already discussed. Rural plan. City plan.

Carroll County, MD County Commission • Carroll County Commissioner Richard Rothschild has formed an alliance of MD Commissioners fighting to protect property rights • Within 2 months of taken office Comm. Rothschild cancelled ICLEI and closed the Office of Sustainability set up by ICLEI • Greenies went wild and have joined forces with Governor O’Malley and the Commissioners

This is NOT Reality TV • Would you buy a house or a car without seeing it, driving it, knowing where it will be located, how much it will cost? • Then why would you support a plan to change EVERY aspect of your life using gradualism without asking 1 question?? • We cannot predict if it will rain tomorrow but we trust these people can predict the worlds needs 20, 30, 40, 50 years in the future? • Is the crisis real? Global warming, then climate change, now jobs • Open Your mouth – Awaken your brain – Demand a detailed explanation when you hear words like: VMT, Livable, Walkable, Increase, Decrease, Eliminate, Uphold, Eradicate, Change, Enhance, Promote, Prevent, Strengthen, Integrate, Avoid, Protect, Sustainable, Reduce – Find out HOW they plan to accomplish their goals. There is NEVER any details in these plans. Think, LISTEN, there is no replacement for common sense. • Remember the infamous words of Nancy Pelosi – We have to sign the bill to know what is in it. You know what that gets us!!

It’s OK to Say “NO” • Get involved and pay attention to what is going on in your community • Know the players and research them • Schedule a couple hours each month to attend city/county meetings • Organize!! Question and challenge decisions being made for your community • DEMAND answers right then and there. DEMAND explanations. • Educate yourself and others • Elect people to sit on School Boards, City Council, County Commission that understand the Constitution and by their actions support your right to own and manage private property. • RUN FOR OFFICE. If Not Now – When? If Not Us – Who? • Do not allow your local government to accept government funding for growth and planning projects. • This is not the time to be good little soldiers. You are literally fighting to protect the American way of life

  46. Wrap Up – From My Research • Agenda 21 Sustainable development was created to control and inventory every aspect of human activity in the world. To redistribute wealth and resources from the developed countries (USA) to the undeveloped countries. THIS IS SOCIALISM FOLKS. • The proponents of the NWO have usurped the honorable endeavor to protect the environment and used it to promote their plan to control the population. • It is a plan for the New World Order and this new world will be controlled by the UN. The UN is mainly made up of Socialist and Communists. So what do you think America’s future will look like if we succumb? • Crisis and gradualism is used to implement Agenda 21 at the local level. They realized early on in the process they could never get Americans to succumb if a top down approach was used. Enter ICLEI. So the top is using NGO’s to implement the plans using fake data and crisis, gradual changes, zoning, regulations to comply with A21 policies. We have been told this for years and to date none of it has happened. • No sovereignty, criminal courts controlled by the UN, world military controlled by the UN, world economy, world control of ALL resources (food and water) • BEWARE of ALL UN Treaties
