  13. Union / Non-union ? Contractor must be able to satisfy the Apprenticeship and Training Certification as required by Section 30-22(6) of the Illinois Procurement Code. State funded projects only, does not apply to federally funded projects Training programs have to be approved and registered with the U.S. Dept. of Labor

  14. Union / Non-union ? Department may require proof of Certificate of Registration Each type of work or craft must be covered as shown on the CEWP Training can be thru ABC or Collective Bargaining Units Projects covered by Project Labor Agreement, prime contractor and subcontractors must be signatory to Collective Bargaining Agreements.

  15. Union / Non-union ? • PLA’s usually on larger projects that last longer than one construction season • These projects require a large skilled workforce • Project could have completion date • Dispute resolution procedures are put into place addressing contractual and jurisdictional disputes
