Synopsis of 2008 • 294 projects in 2008, 801 review letters, 510 sets of plans. 255 projects so far in 2009 (69 of those are by the LEA - no AE) • 43 (15%) New Schools, remainder additions/renovations/other • Currently running about 145-150 projects in some phase of design/review (43% greater than last year) • Strive for review within ten days

Current Construction Costs • 2008 costs ran $148/ square footAbout 4.5% less than $155 in 2007.Current 2009 cost so far (only 7 projects) are only $138 • We urge you to return our cost information requests - it’s the only way we can share this valuable info everyone needs! Only + Half of you are responding. • We are looking for Total Sq. Ft. & Bid Costs as Awarded • We urge you to take separate Site Work bids

PSBCF Redirection • 2009 PSBCF Holdback/Redirection • By Governor to balance 2008/2009 Budget • ADM Fund Feb. & May disbursement withheld $18,350,253 • Lottery Fund Feb. disbursement withheld$37,632,989 • Total withheld to balance 2008/2009 budget: $55,983,242 • No new projects/withdrawals allowed after April 9, 2009(Debt payments & ongoing projects OK) • ADM Current Unallocated Balance: $67,235,149 • Lottery Current Unallocated Balance: $114,408,023 • TOTAL (Not including June) $181,643,173Note: Governor could still withdraw another $44,016,758) • Beginning July 1, 2009 LEAs can again withdraw funds

  7. 2006/2007 Use of the PSBCF

  8. Literary Loan Fund • Small revolving loan fund from monies received from sale of state owned swamp land, mineral rights, etc. Only one loan outstanding • Maximum 8% interest (usually much less) • Payback over ten years • 2009 Current cash balance + $408k • House budget to redirect/eliminate

  10. 2007 Passed Legislation • H 42 Science Safety – Now “Approve” Science Labs. • H735 High Schoolers in Community College - no building modifications (similar bill to include Universities in progress) • S754 School Planning to Administer QZABs and QSCBs • H1031 Reduce building restrictions on Pre-K in Schools

  11. 2009 Potential Legislative Action • S386 LEAs to report future uses of PSBCF • Increase class sizes by two and three students • Major reductions in funding for schools • Layoffs in teachers, administrators and DPI staff as well as educational programs • H749 Allow cisterns for toilet flushing • Raise cap on Charter Schools • Encourage LEAs to share PE facilities w/ others • S346 Allow Cabarrus to not bid on plan reuses • Redirections from PSBCF • LEAs must report future uses of PSBCF • Up to 1M guar. Energy Savings Contracts • Continue earmarking of sales tax for school const. • H735 High Schoolers in Community College - no building modifications (similar bill to include Universities in progress) • HB 512 & 282 – Green Revolving loan fund and utility reporting

  12. Two ½ cent sales tax • 2011 (3 years) begins Sunset on two ½ cent sales tax earmarking for school construction • Another Bill to extend or remove sunset in final committee • 30% of one and 60% of other are currently earmarked for capital outlay

Federal Stimulus Funding • SB 754 became law Friday • New QZAB Allocations approved: • 12.6M 2008 44.099M 2009 • New QSCB Allocations • 88.2M direct by treasury to five large LEAs • 187M to be divided among 110 LEAs • Any allocation not issued by Dec 31, 2009 will be re-allocated • Build America Bonds • Low interest bonds – no limits • Contact US Treasury

Federal Stimulus Funding (cont) • Energy Grants and Bonds • Contact State Energy Office(May include revolving loan fund for incremental cost extras) • Rural Development Grants • Contact US Dept of Agriculture • Federal Impact Aid Grants • For counties affected by Military Bases • For tribal reservation schools

Other Rumblings • Still a push to raise cap on Charter Schools and help fund their construction • Still a push to redistribute Lottery funds based upon straight ADM • Anti tax groups and others still pushing for “cheaper” school construction, too small classrooms, modular construction, poorer quality • A move to redo the PSBCF so that most of the money is spent each year (more like a bank)

  16. Other Rumblings • Public-Private Partnerships: few being explored • Still lots of talk (but not much action) about smaller schools • Early/Middle Colleges are a specialized exception • Some Early/Middle colleges closing down(end of grants/poor achievement)

Building Code Issues • Elevators, ramps, etc. required for all press boxes • Code issues with Pre-K continue to plague LEAs – New legislation helps • Keyed elevators causing code problems • Area of Refuge required again • Panic Bars/closers on classrooms 1,000 net sq ft & > • HVAC fresh air requirements not being met • Incorrect HVAC design temperatures

Plan Review Issues • NO RESPONSE TO OUR REVIEW LETTERS! • Have instituted a reminder letter system • CLASSROOM SIZES BELOW MINIMUMS! • Rooftop HVAC units/rooftop “heat pump city” • Inefficient HVAC systems – get engineers involved earlier! Cheaper systems are NOT better • Pedestrians crossing roads/parking to get to PE/athletic fields • No or poorly designed building expansion joints • Code violations • Send Mobiles/Mega-modulars in for review

Sustainability • PUBLIC UTILITY AND ENERGY SERVICES$277,212,940 spent (2007/2008) • “LEED for Schools” “Collaborative for High Performance Schools” and Triangle “J” “High Performance Guidelines” are all good tools • School Planning exploring adapting one of the above for North Carolina • Use “true” life cycle costing! • Need to find way to use Operating Budget to pay for any increased initial cost • Must be automated controls - not over-ridden or misunderstood by users

Challenge • Creative Financing – Must get money from several sources • Make sure your “design elements” aren’t just “decoration” • Remember that longevity and low maintenance are crucial – be careful with “experimentation” • True design is about function, learning and relationships not just “down and dirty plans.”
