  18. The risks • Other communities -- starting with a lot less than we already have in the way of market and assets -- have made a success out of their community center. But it is also true that city managements have often botched the task. In HCER we have a successful management program. We have a large North East Ohio market and very little in the way of established recreation / education and cultural competition.
