Medway Safeguarding Children Board (MSCB) Set up under the Children Act 2004 and has the following main objectives: • To coordinate the activity of each agency represented on the Board for the purposes of safeguarding and promoting the welfare of children in Medway • To ensure the effectiveness of the activity of those agencies for that purpose The MSCB operates from a pooled budget of contributions from statutory partners

  3. The Children’s Trust Board The CTB – drawing on support and challenge from the LSCB – will ensure that the Children and Young Persons Plan reflects the strengths and weaknesses of safeguarding arrangements and practices in the area and what more needs to be done by each partner. WT para 3.59

  4. Review of Business plan 2011-12 3 key aims: 1. To ensure the effectiveness of the work of local partners to safeguard and promote the welfare of children • To ensure the effective coordination of local work to safeguard and promote the welfare of children and young people 3 Promote the wellbeing of vulnerable groups of children

Ensure the effectiveness of local partners to safeguard and promote the welfare of children • Pilot a quality assurance framework • Develop a picture of safeguarding need that partners together may not yet be meeting • Develop learning and development activity in relation to safeguarding and improve supervision

  6. Ensure effective coordination to safeguard and promote the welfare of children and young people • Review the effectiveness of domestic abuse services and identify improvements needed. • Risk and protective factors that impact on children and their families, looking at professionals, assessment, plans and outcomes. • Safeguarding vulnerable adolescents • Evaluate the threshold criteria • Munro review of child protection

Promote the wellbeing of vulnerable groups of children • HMIP inspections of HMPYOI Cookham Wood • Monitoring improvements: • 10% reduction in acts of violence • Significant increase in young people feelings of safety, up to 79%, above national comparisons • 20% reduction in the use of physical force. • 16 % reduction in incidents of young people self harming.

  8. Context for 2012/13 • Medway 240 out of 354 on national child wellbeing index • Increase in referrals to children’s social care up 60% and more complex • Children protection plans – highest numbers from Chatham Central and Luton and Wayfield • 24% increase in DA cases • Child trafficking and sexual abuse

Business Plan 2012-13 Key Priorities Ensure the effectiveness of local partners to safeguard and promote the welfare of children • Demonstrate how safeguarding activity improve outcomes in children’s lives • Ensure the effectiveness of partners’ early help and joint working to safeguard children

  11. 2012/13 Key Priorities cont. Protect and promote the well being of vulnerable groups of children • Ensure that children who are subjected to domestic abuse are identified, protected and supported • Reduce the incidence of children who are trafficked or sexually exploited
