  6. Framing of Ambition • "by mid-century, GHG emissions from transport will need to be at least 60% lower than in 1990 and be firmly on the path to zero. Emissions of air pollutants from transport […] need to be drastically reduced without delay".

  7. Action Plan • Transport-related initiatives with positive CO2 impact forthcoming this mandate (before 2019) • CLIMA, MOVE, ENER, GROW, RTD, C-NECT, REGIO… • Sets an agenda – complementary to COM's overall objectives

  8. Main "take-aways" (1/4) Launched 30 November 2016: • Revision of the Renewable Energy Directive (promoting advanced biofuels), • Electricity Market Design & • Energy Performance of Buildings Directives

Main "take-aways" (2/4) Key forthcoming measures (selection): • Revision of the "Eurovignette" Directive • Continuation of cars & vans CO2 standards (based on new test cycle & incentivising low- and zero-emission vehicles) • Regulation of Heavy-Duty vehicles (e.g. trucks & buses) certification & MRV first (standards later)

Main "take-aways" (3/4) These legislative initiatives are framed in terms of opportunity, innovation and competiveness Electro-mobility is given particular prominence & alternative fuel infrastructure is central The VW affair has had an impact: revisions to test cycle made and real-driving emissions testing envisaged in an attempt to rebuild trust

Main "take-aways" 4/4 Urban areas have an important role, but "subsidiarity" (CIVITAS & Sustainable Cities Partnership) Investment funds & EU-funded research projects are being used to reduce transport emissions • The Connecting Europe Facility a remarkably effective channel for low-emission mobility expenditure (€24 billion available). • Of European Structural & Investment Funds €39 billion supports low-emission mobility

Global-level action • Aviation: • Included in the EU ETS from 2012, although scope modified temporarily to give ICAO process a chance • 39th Assembly agreed a framework for a Global Market-Based Mechanism (October 2016) • Shipping: • IMO developing monitoring (MRV) guidelines in 2017; foresees to set an initial GHG target in 2017 & decide on a market-mechanism

  13. Strategy Overview • Fits into the Energy Union and a forward-looking climate change policy (post-Paris Agreement) • Consistent with the investment priorities of the Juncker Plan (European Fund for Strategic Investments) • Builds on policy experience, & acknowledges the evolution of transport (electro-mobility, digitalisation, sharing economy, sustainability)
