  1. Presentation of the Fund Secretariat and the Implementing Agenciesto the 45th Meeting of the Implementation CommitteeBangkok, 4-5 November 2010

There has been one Executive Committee Meeting (61st) since the last Implementation Committee Meeting (44th) This presentation begins with a review of decisions taken by the ExCom related to compliance There were no outstanding compliance issues as at this writing of the document except those related to 2009 data submissions The presentation concludes with a review of the Status of delays and compliance document (Inf.4) with an emphasis on HCFC activities Background

Projects not required for compliance were removed from the business plans except those for ODS disposal and resource mobilization (decisions 61/7-10) The ExCom approved three additional HPMPs: Cambodia—for total phase-out to 2030 Croatia—for an accelerated total phase-out by 2016 Ghana—for the 35 per cent reduction by 2020 Per decision 61/47, the ExCom confirmed that HCFC-141b in pre-blended polyols reported as consumption under Article 7 was eligible for assistance Decisions related to compliance

  4. For HCFC-141b in pre-blended polyols that was not reported under Article 7, countries that wished to seek assistance for the phase-out of such imports should: Include in the overarching strategy for their HPMPs an indicative list of all the foam enterprises established prior to 21 September 2007 that used imported polyol systems, including the amount of HCFC-141b contained therein Include in the starting point for aggregate reductions in HCFC consumption the annual amount of HCFC-141b contained in imported polyol systems during the 2007-2009 period Decision 61/47 (continued)

  5. For HCFC-141b in pre-blended polyols that was not reported under Article 7 (continued): Note that HCFC-141b in imported pre-blended polyol systems that had not been included in the overarching strategy for the HPMP would not be eligible for funding Include in the sector plan a commitment from the country to put in place, by the time the last foam manufacturing plant had been converted to a non-HCFC technology, regulations or policies banning the import and or the use of HCFC-141b pre-blended polyol systems Decision 61/47 (continued)

  6. Note that Article 5 Parties with eligible enterprises manufacturing HCFC-141b pre-blended polyol systems would be provided with assistance calculated on the basis of consumption of HCFC-141b sold domestically, on the understanding that the full consumption of HCFC-141b by those enterprises manufacturing pre-blended polyol system would be deducted from the starting point Decision 61/47 (continued)

All eligible A5 countries have received funding to achieve total phase out of CFC, halon, MB, CTC & TCA control measures except 1,102.2 ODP tonnes of MB and 0.1 ODP tonne of CTC Although consumption continued in these non-HCFC ODSs in 2009, most countries had latest consumption of zero consumption suggesting significant compliance likely for the 2010 total phase-out of CFCs, halons, and CTC All eligible A5 countries have received funding for HPMP preparation Five A5 countries have received funding to achieve the compliance with HCFC control measures 32 additional A5 countries have submitted HPMPs and HCFC activities to the 62nd ExCom Meeting for approval Status of delayed projects and prospects of Article 5 countries in achieving compliance

Country programme data--HCFCs • For those countries reporting both 2008 and 2009 data, HCFC consumption increased by 14.5 per cent • 39 of the 70 countries reporting data had quota systems for HCFCs • 58 countries advised that importer registration was a requirement for HCFCs • 3,646 customs officers have received training on HCFC control measures • 1,014 trainers have been trained and 14,045 refrigeration technicians have been trained on recovery/recycling of HCFCs • 1,146 recovery machines and 462 recycling machines are operational for HCFCs

STATUS OF COMPLETION OF HPMPS • 91 HPMP preparation activities have been completed leading to submissions to the 60th through 62nd Meetings • An additional 194 HPMP preparation activities are to be completed by the last meeting of 2011 • All countries are expected to submit HPMPs before the end of 2011 except one (Somalia) according to lead IAs • Of the 194 ongoing HPMP preparation activities, 62 are considered at an early stage of development and 56 of these 62 activities have not yet completed the data surveys

  10. Modifications to licensing systems for 2007 HCFC control measure adjustments • 125 of the 144 eligible A5 countries have licensing systems that address HCFCs according to the lead IAs • 86 of the 125 countries with licensing systems have taken the 2007 adjustments for HCFCs into consideration • The remaining countries are expected to have taken the 2007 control measure adjustments for HCFCs into consideration by 2011 when baseline data are known • It is not clear the extent to which countries are enacting bans on the importation of HCFC-using equipment but there are recommendations before the ExCom to collect such information
