  2. Table 4F • Funds Appropriated by Congress in Facilities Line • Primarily distributed by “program formulas” • Funds managed by the Office of Environmental Health and Engineering Services at IHS

  3. PFSA’s Included • Includes funds for: • M&I – Maintenance and Improvement • Equipment Replacement • Health Facility Planning and Construction- • Health Facilities Operating and Maintenance ( Including facility support of maintenance, utilities, etc. • Sanitation Facilities Design and Construction • Environmental Health Services (Sanitarians and A&I prevention)

  4. Maintenance and Improvement Funds (M&I) • Funds are allocated according to the Oklahoma formula: • Relies on amount of supported space on IHS Facility Inventory modified by intensity of use; type of construction; location index and replacement costs. • Applies to both tribal and IHS owned facilities • Facility must be on IHS inventory to qualify.

  5. Maintenance and Improvement Funds (M&I) • Funds may be divided into Routine and Pool M&I funds: • Routine funds are provided to each tribe. • Tribes may choose to participate in the M&I pool at the Area Office or receive the M&I pool funds directly. • Pool funds are allocated to Area Projects thru an Area facilities M&I priority process.

  6. Facilities Construction and Design • (2200) Sanitation Project Specific funds which are not available unless the Tribe completes a construction agreement for a Sanitation Project • (2300) Design and engineering services supporting new health facilities and new sanitation facilities. Are available along with new construction projects.

  7. Facilities and Environmental Support • (2401) Basic Environmental Health Services including Sanitarian and A&I control. • (2402) Facilities support including maintenance and facility utility and operational support • Real Property management

  8. Equipment • Funding for new and replacement equipment • Allocated on the basis of Oklahoma formula as well. • Special allocation for certain tribally constructed facilities by application

  9. Key Negotiation Issues for Table 4F Funding • Insure all tribal and federal facilities which are to be contracted for are on the IHS. • Decide whether to participate in M&I pool at the Area Office Level. • Participate nimbi pool project priority process at the Area Office • Decide whether to participate in Equipment Replacement Pool at the Area Level.
