Analytical Process • Scenario Case economic performance results will be reviewed by TAS • Expansion Projects will be added individually and cases re-run to determine project performance: • Changes in Loading levels, production costs, congestion • Projects will be chosen by TAS from “Toolbox” of projects submitted as ESRs or from SPG Potential Projects list.

ESR Requests 2011 2010 Study Program ESR’s: • 2011 Study requests can be for economic performance simulation model runs with changes to base case including: • Specific Generator additions or changes • Resource and load scenarios • Transmission Projects • Base Case will be 2020 Case • See the WECC site for requests from last year and new ones this year: • http://www.wecc.biz/committees/BOD/TEPPC/EconomicPlanningStudies/Pages/default.aspx • TAS will review, prioritize, cluster ESRs

  27. 2011 Study Plan Development • All requests received by January 31, 2011, will be combined into a single list and considered for inclusion in the Study Program. (6.6.3) • The Transmission Advisory Subcommittee (TAS) will consider all requests received and will suggest possible options to TEPPC for combining or consolidating requests. All requests and TAS suggestions will be posted on the WECC website. (6.6.4) • TEPPC will convene an open meeting (February 24-25, 2011) to discuss requests received. All requesting parties are invited to attend and participate. Additional meetings may be held if necessary. (6.6.4) • TEPPC will prioritize the study requests during the open meeting using the Protocol criteria (6.6.4), and will develop the Study Program based on the prioritized list. • The proposed Study Program will be posted on the WECC website by April 29, 2011. (6.6.5) • Requests for reconsideration of the Study Program are due to TEPPC by May 15, 2011. TEPPC will respond to requests for reconsideration by June 15, 2011, and will post the final Study Program at that time. (6.6.5)

Economic Study Categorization Transmission Provider: • Categorizes as Local, Sub-Regional or Regional Request • Determined using POR/POD method, • Or is otherwise reasonably determined by the TP to be a local, sub-regional, or regional request from a geographical and electrical perspective • If categorized as Sub-Regional or Regional • Requesting party will be notified • Request is forwarded to NTTG • Submit list to NTTG Transmission Use Committee in early April
