GREEN ENERGY FUND PROGRAM ORIGINS • Stimulated by the State Energy Program and the Weatherization Assistance Program • State Energy Program: • Energy modernization of 89 hotels, industries and commercial buildings, 4,803 traffic lights, and over 4,500 luminaires • Reimbursement of expenses for 115 solar photovoltaic systems in residential and commercial structures. • $1,000 credit for solar water heaters to 257 citizens

  6. GREEN ENERGY FUND PROGRAM ORIGINS • Weatherization Assistance Program: • Documented 30% reduction in household energy consumption • Average cost of energy conservation measures per home was $4,500.00 • A total of 15,437 homes weatherized

  21. Act 19-2012 What is an ESPC? Act #19 of 2012 Energy Savings Performance Contracts (ESPCs) Act • Authorizes government units to use ESPCs as a mechanism to implement large capital-investment projects that aim at energy and water conservation. • Energy Service Companies (ESCOs) develop, install, and seek funding for energy efficiency projects. They recover their investment with the money saved by the energy conservation measures implemented.

Act 19-2012 Benefits of ESPC’s • Benefits: • Guarantees the reduction of energy consumption. • Fiscal reliefin relation to government energy consumption. • Allows allocating public funds for the attention of other necessities. • Access to specialized energy efficiency companies • Provides the financing and the effectiveexecution of energy efficiency and water conservation measures.
