Background • 2011-2016 Philippine Development Plan (PDP) signed by President Aquino in March 2011; formally released to the public in May 2011 • 2011-2016 PDP Chapter 3: Competitive Industry and Services Sectors • Strategic Goals: - Improved business environment - Increased productivity and efficiency - Enhanced Consumer Welfare

Proposed SWG-LIR Work Plan for 2012-2013 Four (4) Themes/Areas of Concern • Streamlining local and national regulatory processes • Promoting local economic strategies conducive to investment • Improving information support for business matching and investment promotion • Addressing consumer-related issues

Theme 1: Streamlining Local and National Regulatory Processes • Roll out standards on BPLS to targeted LGUs - Capacity building and coaching support provided to expanded target LGUs - BPLS advocacy and marketing program developed - Improved online BPLS support (e.g. Help Desk and Helpline - Monitor compliance of LGUs to standards under BPLS streamlining - Certification system of BPLS coaches - Implement robust M&E system

Theme 1: Streamlining Local and National Regulatory Processes • Support the expansion of the Philippine Business Registry (PBR) • Assist LGUs in BPLS automation (component 2 of BPLS Streamlining Program) for interconnectivity with the PBR • Knowledge products on BPLS automation (e.g. toolkits, training materials) • Survey on e-readiness/BPLS automation • Deployment of e- BPLS system/software and capacity building to target LGUs

Theme 1: Streamlining Local and National Regulatory Processes • Set up an Incentive system for BPLS reformed LGUs - Outbound and inbound investment/trade missions - Business-friendly LGUs • Assist LGUs in reforming inspection system - Distribute knowledge products in setting up business-friendly local inspection system (toolkits, training materials) - Conduct training/capacity building

Theme 1: Streamlining Local and National Regulatory Processes • Formulate reforms in securing construction permits • Creation of a Technical Working Group (TWG)/MOA between DPWH, DILG and DTI • Recommendations on the streamlining of construction permits • Knowledge products in streamlining the construction permitting system (e.g. toolkits, training materials) • Capacity building to LGUs on reforming construction permitting system

Theme 1: Streamlining Local and National Regulatory Processes • Undertake Regulatory Impact Assessment (RIA) - Implement recommendations of the ADB Study on RIA • Review and formulate reforms in land titling • Undertake study • Knowledge products • Capacity building • Expand the use of the Business One-Stop-shops (BOSS) • Assess BOSS experiences • Implement recommendations to further enhance the current BOSS procedures

Theme 2: Promoting Local Economic Strategies for Investment • Review national laws and local regulations • Ensure consistency in incentive-giving laws with local tax code and Local Investment and Incentives Code (LIIC) • Review special permits for tourism and agribusiness required by LGUs • Pursue Alternative Dispute Resolution (ADR) to settle disputes between national and local agencies as alternative to filing cases/going to courts - Develop ADR mechanism per sector

Theme 2: Promoting Local Economic Strategies for Investment • Strengthen the newly-created Local Economic and Investment Promotion Offices (LEIPOs) • Develop template knowledge products and training materials to capacitate LEIPOs • Establish the institutional linkages among regional office of NGAs like DTI, DILG, NEDA and LEIPOs

Theme 2: Promoting Local Economic Strategies for Investment • Encourage LGUs to participate in PPP and other modalities for local infrastructure development - Roll out revised PPP/BOT manual for local governments and key cities to support rapid implementation of infrastructure projectsin support of priority sectors e.g., tourism, agribusiness - Improve farm-to-market roads, postharvest facilities

  14. Theme 2: Promoting Local Economic Strategies for Investment • Implement programs to assist MSMEs - Microfinance - Microinsurance • Strengthen LGUs’ agricultural extension and training services for farmers

Theme 3: Improving Information Support for Business Matching and Investment Promotion • Assist LGUs in generating information for promoting investments - Use of LGU business registration information for business matching - Methodology for quick area-based information/statistics, proxy statistics to measure provincial GDP/ to gauge local economic activity - Develop with business groups framework for regular private sector (e.g. local chambers and LGU interaction to discuss issues and plans on investment-related projects)

Theme 4: Address Consumer- Related Issues • Strengthen standard setting (harmonized with international standards) and implementation at the local level • Scoping exercise • Review standards for tourism facilities (initial focus on transport and hotels) • Undertake case studies for Palawan and Bohol

Meeting of PDF Secretariats of WG-DLG and WG- GIC • 16 February 2012, World Bank Office - Discussion of working groups’ work plans - Possible joint activities > BPLS (specific activities for further discussion) > Improve access of LGUs to foreign-assisted projects (FAPs) > Information dissemination to LGUs on available financing options - Need for secretariat support from donor/co-convener
