Supply Issues/ Private Sector Development Key Issues
Starting Points • The private sector is a partner is achieving higher ITN coverage. • PPP should be mutually beneficial • Will help in achieving sustainable supply and distribution channels • PSD is faced by number of constraints • Private Sector is not a homogenous group (production, distribution, retail)
1. Procurement and Distribution • International procurement often excludes local manufacturers. • Does everyone have equal access to bid? • Is there sufficient local capacity? • Steps at country level: • Make procurement process more friendly to local manufacturers (awareness/ shortlisting) • Steps at RBM ITN Working Group level: • Promotion of more inclusive and flexible procurement guidelines • Expert advice: • UNICEF

2. Responsiveness of supply • Supply at international level known. • Supply at local level more difficult to assess. 3. Micro-credit • Lack of capital one of constraints for retailers in supplying ITNs • Is it the only constraint? • Steps at country level: • Link-up with existing PSD/ micro-credit initiatives • Identify other constraints to retail sector, esp. rural areas • Steps at RBM ITN Working Group level: • … • Expert advice needed: • PSD/ micro-enterprise institutions; operational researchers

Quality Standards for ITNs/components • Diversity in choice of nets increases sales (?) • Steps at country level: • Adhere to WHO guidelines if procuring internationally with public funds for ITNs • Avoid quality regulation for ITNs for local commercial sector • Apply regulation to insecticides • Steps at RBM ITN Working Group level: • Lobby at higher level for enabling environment (e.g. Taxes and tariffs) • Expert advice needed: • UNICEF procurement
