City of Oslo Agency for Alcohol and Drug Addiction Services/Competence Centre The Competence Centre - Oslo • Is 1 of 7 regional competence centres in Norway • responsible for the implementation of national drug policies at the local level on behalf of the Directorate for Health • our main aims are to improve drug services and prevention work in the City of Oslo Sofia 10.12.2009

City of Oslo Agency for Alcohol and Drug Addiction Services/Competence Centre Strategies • To prioritise training and education in the field of alcohol and drugs linked to the formal education systems (University Colleges) and institutions • To provide financial support for special projects potential for producing new experience based on knowledge in the field • To offer supervision, project monitoring and networking in the field of rehabilitation and social services at local levels. City of Oslo Agency for Alcohol and Drug Addiction Services/Competence Centre • Outreach work: • Post-degree education in outreach/detached youth social work • Ongoing evaluation studies • Textbook on outreach methodology • Supervising projects and local government • Improving tools for mapping and reporting • Approach in street based outreach work: • Universal prevention; focus on the whole population • Selective prevention: focus on groups and individuals at risk • Indicative prevention: focus on individuals who already has started a drug addiction problem or where factors of risk already is observed • Empowerment • Focus on early intervention Area of Special Competence at National Level Sofia 10.12.2009

City of Oslo Agency for Alcohol and Drug Addiction Services/Competence Centre National Drug Help Line (RUStelefonen) • Established Dec. 2002, permanent service from 2007 • Staff: • 5 counsellors; 4 full time and 1 part time positions • Main Priority Areas:- Provide the public with information about alcohol and drugs- Provide the public with an overview of the different services • dealing with treatment of substance abuse- Provide the public with counselling regarding substance abuse • Target group: • - Youth experimenting with drugs and their parents • - Everyone with a concern about alcohol, drugs and substance abuse, • including professionals • .
