  2. Motivation • Address and find a solution to an often neglected issue that directly affects the women and children of our community

  3. Safety issues in the sister’s area • Basement overcrowded during events • No ventilation -> no clean air • Proper exits missing • Flood (happened twice in the past) • Recurring sewage back up • Boiler downstairs is old and hazardous • Freezing in the staircase area

  4. Scope of Committee • Evaluate all possible options • New Masjid / Extension • Cost effectiveness • Timeliness • Short term / Long term • Community growth • Structural integrity of current Masjid

  5. Issue Statement (Oct 2006) • To develop a practical, feasible, safe, desirable, and cost effective solution to the community’s need for a better space with emphasis on eliminating the women’s and children’s safety issues (General Assembly-#2 Meeting), and to lay out comprehensive fund raising and building plan so by Fall of 2008 all the issues will be resolved Insha Allah.

  6. Alternatives Considered • Extend the existing Masjid at Peterson Street, • Build a new Masjid at the Lake Street property, and • Purchase a church or other suitable existing building and convert it to a mosque.

  7. Basis for Alternatives Comparison • Compared unit costs (i.e., cost per square foot) for a target capacity of at least 400 people. • Parking spaces – 100. • Meet the current building codes. • To facilitate the comparisons, assumed that all alternatives would be the same size -- 8,000 ft2 (actual size of selected design will likely differ).

  8. Cost comparison of alternatives: • Masjid Extension • Land area for masjid extension assumes two adjacent lots must be purchased for parking. Cost estimates for this land were obtained from www.zillow.com, assuming that the least expensive adjacent lots could be purchased. This presumes willing sellers for these lots and a variance from the city to be able to consider them for parking. • It is assumed that the existing 4,000 sq.ft. masjid would have to be renovated at $30/sq.ft. to be brought up to the present building codes. • Purchase Existing Building and Renovate • Assumed a $120/sq.ft. cost for purchasing a modern (up to code) existing building that has sufficient on-site parking. • Assumed $30/sq.ft. to convert the purchased existing building into a mosque.

  9. Assets Presently Available to ICFC • Approx. $270,000 in New Masjid account. • Existing masjid property value is approximately $500,000 (± 10%). • Lake Street property value is approximately $1,000,000 (± 10%). Note: Not all assets may be used to fund all alternatives (i.e., Existing masjid would not be sold for Alternative 1; Lake Street property would not be sold for Alternative 2).

Decision Making Analysis • Developed objectives, and listed Needs & Wants the alternatives should satisfy. • Narrowed list of alternatives based on their ability to meet Needs. • Weighted and scored Wants, & selected the alternative with the highest score. • Selected: • Construct New Masjid Alternative

PFC Recommendations • Build a new Masjid on the Lake Street property as Phase 1 of overall project. • Revisit existing New Masjid designs to reduce costs and ensure that current community needs are met. • Partially fund it by selling existing ICFC property at Peterson Street. • Launch fund raising campaign for the rest of the cost, over and above currently available funds. • ICFC executive committee to provide the community with a place to use if the existing masjid sells before construction is finished.

  12. Financing Strategy • Form a Financing Committee • Borrow money from Islamic institutions, businesses, and private individuals • Solicit private donations • Hold fund-raising dinners • Sell existing masjid at Peterson Street

  14. Transition to New Masjid Options: • Could sell old masjid to fund New Masjid and temporarily rent a space until construction is finished. • Could borrow funds (without interest) to fund New Masjid and then pay off loan(s) by selling old masjid after construction is finished.
