Overview • Interagency Agreement (IAA) is the proposed standard form to be used Government-wide for all reimbursable agreements at the trading partner level, including, but not limited to: agreements between agencies, agreements within agencies, grant-related agreements, and assisted acquisitions. • IAA Goals • Standard process to support eliminations & reconciliations • IAA Method • IAA Form • Automation of form information into DoD systems and processes • Would necessitate many new data elements! • OMB requesting Interfund requisitions be included in IAA • DLA/DLMSO/DFAS meeting internally to discuss a waiver • July 28, 2010 DLMSO briefed OSD – C • August 24, 2010 DFAS briefed OSD – C on Interfund process

Current Status • OSD would like to request a waiver for DoD Interfund from the IAA initiative, but needs a persuasive argument • OSD has been advocating that Treasury and OMB do additional research • Based on feedback, Treasury and OMB have decided to pilot the form before finalizing the process • No estimated due date • OSD anticipates needing to supply pilot sites

  4. Non-DoD Transactions • Volume of non-DoD transactions (GSA, FAA, Oceanographics) • DoD does purchase from other government agencies thru GSA using Interfund • GSA sales to DoD represent 2.9% of Interfund • Total Interfund sales $47.6 B a year • GSA Interfund sales $1.4 B a year
