CONSTITUTION SECTION 153 A municipality must: • Structure and manage its administration and budgeting and planning process to give priority to the basic needs of the community, and to promote the social and economic development of the community; and • Participate in national and provincial development programmes .

WHAT IS AN IDP? • A single, inclusive and strategic plan giving direction to all Development Initiatives • Identifies Development and Service Delivery priorities for whole municipality • Supports optimal allocation of scarce resources • Forms basis for National, Provincial and Municipal Budgeting alignment (DORA and MTEF)

  16. IDP Minimum requirements • Vision for long term development • Assessment of existing level of development • Development priorities and objectives, incl. LED aims and internal transformation needs • Dev. strategies, aligned with national or provincial sectoral plans and binding planning requirements • SDF, incl. LUMS guidelines • Operational strategies • DMP • Financial plan, incl. budget projection for at least the next 3 years • KPIs and performance targets

EXECUTIVE COMMITTEE Senior governing body of the Municipality: • Responsible for overall management, co-ordination and monitoring of the process and drafting of the IDP • Approves nominated persons to be in charge of different roles, activities and responsibilities of the process and drafting

  36. WARD COUNCILORS • Link between municipal government and residents: • Link the planning process to their constituencies and/or wards • Responsible for organizing public consultation and participation

VALUE OF IDPS FOR COUNCILORS • Guide priority ward/community needs identification • In Council decision-making on: • Vision, strategies, programmes, projects and budget of municipality • Implementation and monitoring • Decision-support tool to argue in favour of decisions on IGR, budget alignment & priority projects at meetings
