FEMA PA Pilot Program • June 1,2007 to December 31, 2008 • 4 Components • Grants on basis of cost estimate up to $500,000 • Retain revenue from recycled debris • Reimburse straight-time salaries of permanent staff • 5% increase in Federal share if applicant has 2 pre-qualified contractors & a debris management plan
