ENERinTOWN – Summary Data • Duration: 2006 – 2008 • Budget: 1,442,100 (50% Co-financed by EC/IEEA) • Participants: • 10 European Partners(Companies, Research Institutes, etc.) • Representation of 8 EU Countries: Spain, Greece, Ireland, Portugal, France, Lithuania, Italyand Germany • Recipients: 2 - 4 Municipalitiesper participant LDK - ENERinTOWN

Objective of the Project The reduction of energy consumption of municipal buildings by means of: • continuous monitoring over the internet • implementation of low cost energy saving measures, and • adoption of energy efficiency standards and practices for the selection of equipment and operation of the buildings (in the long run) LDK - ENERinTOWN

Project Activities • Continuous Energy Consumption Monitoring of Selected Municipal Buildings. • Establishment of a Municipal Energy Management Tool for acquisition and processing of key energy consumption data. • Creation of the figure of Municipal Energy Manager. • Implementation of low-cost & high impact energy efficiency measures to reveal feasibility and best practice. Expected Results – Benefits (1) • Design and Provision of relevant equipment and software for the establishment of the Municipal Energy Management Centres. • Selection of a web-based Energy Management Software and integration with the automated metering system. • Networking of Municipal Energy Managers at a EU-wide scale to exchange experiences and best practices in facilities management. Expected Results – Benefits (2) • Implementation of a set of low-cost energy saving measures and evaluation of their impact on energy consumption. • Development of Municipal Guide for the procurement of Energy Efficient equipment and the operation of the municipal building installations. • Dissemination actions for the promotion of best practices and development of case studies for future similar actions. Contribution of the Municipalities • Assistance through the Selection of Buildings. • Provision of Technical Staff for the installation of the necessary monitoring equipment. • Selection of the Energy Manager. • Implementation of part of the low-cost measures (non-mandatory). Different Approaches (1) • France – Monitoring of electricity & gas via internet & open source SW (turn-key contract) • Germany – Monitoring of heat, electricity, gas & water via internet (turn-key contract) • Greece – Monitoring of electricity & gas via the internet (various suppliers) • Ireland – Monitoring of electricity & gas via internet, GSM (preferred), manual transfer • Italy – Monitoring of electricity & gas via GSM (turn-key contract) LDK - ENERinTOWN

Different Approaches (2) • Lithuania – Monitoring of heat, electricity, gas via internet (turn-key contract) • Portugal – Monitoring of electricity & gas via a mixed RF/GSM solution (turn-key contract) • Spain(Galicia) – Monitoring of electricity gas, & oil via internet or manual transfer (various suppliers) • Spain(Basque) – Monitoring of electricity & gas via internet (turn-key contract) LDK - ENERinTOWN

Different Approaches - Summary • Turn-key solutions minimise technical risk but increase overall cost • GSM is technically preferable over hard-wire connection, but costs twice as much • RF communication is not very reliable and thus oriented to specific installations • Liquid fuels are hard to be measured by the system and heat metering is applied only in Northern EU countries LDK - ENERinTOWN

  16. Focus on the Greek Solution (1) • Two Municipalities: Maroussi & Egaleo • 2 Swimming Pools • 1 City Hall • 9 School Buildings (incl. secondary installations e.g. gyms, halls, etc) LDK - ENERinTOWN

Focus on the Greek Solution (2) • LV Electricity Meters with digital pulse input facility have been selected • Reed switch generates pulse from the gas meter • Recorded data (electrical & gas volume) are transferred via serial communication (RS-485) to a local PC • An RS-485 to RS-232 is required LDK - ENERinTOWN

  18. Focus on the Greek Solution (3) • An in-house data acquisition SW is used for the data collection, local storage and transfer to the database • Local PC should run Win 98 (and higher) and be connected to the internet LDK - ENERinTOWN

  19. Focus on the Greek Solution (4) • All data available at the database will be accessible via the web-based Energy Management Software • Transfer between the Municipal Management Centre and the mirror database of the Energy Management Software (Security) LDK - ENERinTOWN

So Far Assessment • Collected data and in particular energy consumption profiles are very useful for the Municipalities & respective Utilities • In spite of its large volume - Significant barriers do exist while trying to introduce energy monitoring in this particular consumer category LDK - ENERinTOWN

Limitations – Lessons Learnt • Technical • Gas Connection & Building Installations • Layout of the existing installation affects the cost • Market • LV Meters with communication are scarce • Harmonisation in communication protocols • Administrative • Decision Makers commitment • Unavailability of funding LDK - ENERinTOWN
