Obama Education Reform Speech, March 10, 2009 “[Eliminating funding for ineffective programs] will help free up resources for the first pillar in reforming our schools – investing in early childhood initiatives. “This isn’t just about keeping an eye on our children, it’s about educating them. Studies show that children in these programs are more likely to score higher in reading and math, more likely to graduate from high school and attend college, more likely to hold a job, and more likely to earn more in that job. For every dollar we invest in these programs, we get nearly ten dollars back in reduced welfare rolls, fewer health costs, and less crime. “That is why the American Recovery and Reinvestment Act I signed into law invests $5 billion in growing Early Head Start and Head Start, expanding access to quality child care for 150,000 more children from working families, and doing more for children with special needs. “And it is why we are going to offer 55,000 first-time parents regular visits from trained nurses to help make sure their children are healthy and prepare them for school and life.”

Obama Administration 2010 Budget Request • Makes clear early education is a budget priority. • Early education programs are highlighted in the Dept of Ed and Dept of Health and Human Services sections, with promises for increased federal investments in these programs. • Says "through funds from ARRA and this Budget, the President will provide funding to double the number of children served by Early Head Start and expand Head Start.“ • Notes intention to provide new funds for Nurse Home Visiting programs to support new and expectant mothers of at-risk youngsters. • Calls for new Dept of Ed “initiatives aimed at ensuring that early childhood programs yield strong results for children," by investing resources to "encourage State and local investment in early childhood education; support coordination among local, State, and Federal partners and a seamless delivery of services; and provide better information to parents about program options and quality." Obama Administration ARRA Stimulus Bill • State Fiscal Stabilization Fund -- One-time appropriation of $53.6 billion to states to help them maintain funding for education at FY 2008 or FY 2009 levels. • Dept of Ed guidelines say 81.8% of SFSF funds must be used for elementary, secondary, higher ed and "as applicable, early childhood education“, and that the funds "must be run through the state's primary elementary and secondary education funding formulae." Publicly funded pre-K programs not in state funding formulae may be left out. • The remaining 18.2 percent of SFSF funds can be used for other education and government services, including "assistance for early learning." • $2 billion additional CCDBG funding will support job creation by making child care available to low-income and working-class families. Obama Administration ARRA Stimulus Bill • Increases Head Start funding $2.1 billion level. • Appropriates $12.2 billion to IDEA Part B (special education), including $400 million for preschool and $500 million for infants and families (IDEA Part C). • Guidelines emphasize that the remaining $11.3 billion appropriated to IDEA Part B can include efforts to "expand the availability and range of inclusive placement options for preschoolers with disabilities by developing the capacity of public and private preschool programs to serve these children." FY 2009 Omnibus Bill • Omnibus bill maintains funding levels for key early education programs at FY 2008 levels or provides modest increases • The stable funding for early education may look unimpressive, remember Congress just passed the ARRA stimulus bill that provided substantial amounts of funding for many of these programs. States, local school districts, and Head Start agencies will be receiving a lot more federal dollars for these programs this year than in the past.
