Philosophy of the Scheme • Not a licence! • Purelya Personal Achievement • Entirely Voluntary - Not compulsory ! • A goal, something to aim for and achieve • A target to improve performance & competence • Promotion of safe operation • Expect to have to practice • Noimplications for Insurance • Noimplications for Display Flying

Philosophy of the Scheme • National Standard • Consistency is important – Workshops • Delivered Entirely by Volunteers • ASRC • Scheme Controller(s) • Area Co-ordinators • Area Chief & Club Examiners and Instructors • Same is true for most of the BMFA • Full & Areas Council, Area committees, tech committees & most of the Exec. ! • It really is ‘your’ BMFA

  6. Philosophy of the Scheme • Currently 3 levels of certification:- • ‘A’ & BPC - basic ‘safe solo’ • FPV Extension • ‘B’ Advanced • ‘C’ Specialist endorsement to ‘B’ • Aerobatics • Scale • Gas Turbine

How the Scheme is run • Clubs & Areas • Clubs nominate Club Examiners (CE) • Areas nominate Area Chief Examiners (ACE) • Area Co-ordinator – co-ordinates scheme activities and ACEs within the Area • Club Examiners - key to delivery of scheme at grass roots level • CE and ACE - Annual appointments, not awards • Re-ratified by Clubs and Areas in their annual returns • ACEs are officers of the Area – annual report

How the Scheme is run • Instructors - Four categories:- • Registered - listed by Club on membership portal • Approved - nominated by club, tested by an ACI • Qualified - any Approved instructor who holds or gains a ‘B’ certificate, in any discipline • Area Chief - CI nominated by Area, appointed by Controller

  9. How the Scheme is runInteresting Facts ! • > 20,000 Certificates (current membership) • ~ 40 ‘C’ Certificates awarded to date • ~ 100 Area Chief Examiners - spread over 14 Areas • ~ 1000 Club Examiners & 3500 Club Instructors • Generally > 600 new awards each year

Role of the ASRC(Achievement Scheme Review Committee) • ASRC Sub-committee of Areas Council • 7 members, appointed by Areas Council • 2 year appointment, 4 members ‘retire’ even years, 3 in odd years • Chairman appointed by committee, at first meeting each year • Two additional members:- • Scheme Controller(s) (voting) & Club Support Officer (non-voting)

Role of the ASRC • ASRC has ‘ownership’ of all Scheme materials: - • Responsible for the annual review of all tests and Guidance documents • Responsible for proposing, developing and introducingnew tests - Calls in expertise when required • Review any anomalies, queries and or disputes, as appropriate • Provides regular reports to Council

Role of the Controller • Member of the ASRC • Power and Silent Flight roles currently combined • Promotion of the Scheme – at all levels • Answer members queries regarding scheme, tests, etc. • So often RTFM ! • Makes sure everyone follows the rules ! • Acts as arbiter for any disputes, referral to ASRC where appropriate – loss of certificates etc. • Upon request, provides advise to Full Council on the scheme

The Area Co-ordinator • Officer of your area committee • Elected to the role by the clubs in the area • 2 year term • Promotion of the Scheme within the area • Co-ordinate workshops and club visits • Primarily an admin role • Ensure national processes adhered to in the area • to facilitate club examiner and approved instructor assessments • Co-ordinate the team or Area Chief Examiners

Recent Developments(last 5 years) Summary:- • Examiner / Instructor Workshops – need more • “A Flying Start” • Multi-rotor ‘A’ & ‘B’ • Dedicated Achievement Scheme Handbook • Basic Proficiency Certificates (FW & Rotorcraft) • FPV Extension for above • Mandatory Questions • Video Guidance • Downloadable test forms

Recent Developments • Mandatory Questions(2016) • Candidates NOTexpected to be word perfect • Examiner to select questions ‘appropriate’ to test being taken • Questions and Answerspublished in guidance documents and on website • Questions are Not New ! – could have been asked in any test over the last few years • No data to suggest they have affected uptake

Recent Developments • Examiner / Instructor Workshops • Important for future of scheme – see ‘ ‘B’ Certificate & beyond’ later…… • Provides opportunity for Examiners and Instructors to share experiences etc. • National initiative – All Areas asked to run at least one a year • Improve consistency of testing • Guidance document on website
