  2. HARC History Rockdale County Hospital circa 1955 Citizens recognized the need for a local medical facility in the mid 1950s. A 24-bed hospital was built in 1955 with federal funds acquired through the Hill-Burton Act, local taxes and funds raised by Callaway Mills employees. The Hospital Authority of Rockdale County was created by the Board of Commissioners in 1956 pursuant to state law. The Authority was responsible at that time for acquiring, leasing and operating facilities to provide healthcare services to the community. In 1975, Rockdale County voters approved a bond issuance to fund a larger medical facility. The new 90-bed facility opened in 1980. Since that time, the hospital has undergone many renovations and additions, including the East Tower.

  3. HARC History Rockdale Medical Center circa 2005 In 1994, the Authority leased its assets to Rockdale Hospital and Health System for a 40-year period. The lease was amended in 2002 as a result of litigation initiated by the Hospital Authority and private citizens. Rockdale Hospital and Health System became Rockdale Medical Center (RMC) in 2003. RMC’s nine-member Board of Directors, which included four authority members, was responsible for managing and operating healthcare facilities in Rockdale County through February 2009, when the Authority sold the hospital to LifePoint , Inc. The sale culminated a two-year process in which the boards of RMC and HARC studied the hospital’s financial stability and concluded that the sale was in the best interest of the citizens of Rockdale County.

  4. HARC Today HARC operates today much like a charitable foundation. Using proceeds from the sale of the hospital, the Authority addresses charitable healthcare needs in the community through a grants program. Additionally, HARC has the responsibility of monitoring LifePoint’s compliance with the Public Interest Covenants that were part of the purchase agreement for the hospital. This includes a commitment to invest $30 million in new capital in Rockdale Medical Center over a six-year period. Members are elected to serve three-year terms and may only serve two consecutive terms. Nominees must be residents of Rockdale.

HARC Grants Program Three Grant Cycles To Date: Spring/Summer 2010 • Awarded 14 Small Community Project Grants and 2 Primary Care Access Grants • Total Grants Awarded $120,000 Winter 2010/2011 • Awarded 5 Small Community Project Grants • Total Grants Awarded $18,120 Spring/Summer 2011 (In Process) • Received 12 applications for Small Community Project Grants and 3 for Primary Care Grants • Total Funds requested $279,000.

  9. HARC Grants ProgramGoingForward • Development of the grants program was an 18-month process that involved extensive input from community leaders and healthcare stakeholders. HARC will continue to build upon the initial model. • The Board and the Grants Program Director will continually review the effectiveness, efficiency and equitability of the process and make revisions when appropriate. • HARC will seek collaborative partnerships to enhance its ability to achieve its mission. • HARC will seek opportunities to leverage grants to bring additional funds to the community. • The grants program will evolve as the needs of the community evolve.
