European Parliament writes a report. First voting in Education and Culture Committee, then in Plenary (spring 2012) 4. Council of ministers agrees or disagrees 5.Possible second reading in EP and compromise 6. In parallel with EU decision process on financial perspectives. The process towards YIA 2.0
