ACT’s Mission Statement MC-0500/2 11 August 2017 Supreme Allied Commander Transformation’s Mission is to: • Lead the transformation of NATO military structures, forces, capabilities and doctrines, • Conduct strategic-level operational analysis, in close cooperation with Supreme Allied Commander Europe (SACEUR), to identify and prioritize the nature of future capability and interoperability requirements, • Co-operate with SACEUR to integrate and synchronize transformation efforts with operational activities and elements, • Lead concepts and doctrine development, conduct experiments and support research and acquisition processes of new technologies through interaction with agencies/boards, and national transformational efforts, in order to find and deliver improved interoperability, standardization and qualitatively transformed capabilities. • Develop and deliver Education and Individual Training (E&IT) to NATO common standards in support of SACEUR’s requirements, • Manage SACEUR’s collective training and exercise requirements, • Manage the NATO commonly funded transformation programmeresources and take account of national and multinational ventures, in order to provide timely, cost-effective solutions to meet operational requirements. SACT’s Intent and Vision “In the face of a constantly evolving and unpredictable geostrategic environment, ACT must utilise the full spectrum of its Warfare Development levers to ensure NATO has the right military instrument of power to guarantee a credible and adaptable posture today and in the future”.   13. What is a Center of Excellence (COE)? Transformation MCM-236-03 Concept Development & Experimentation Doctrine Development & Standards Analysis/Lessons Learned Education & Training A COE is a nationally or multi-nationally sponsored entity, which offers recognized expertise and experience to the benefit of the Alliance. A COE is not a part of the NCS. Centres of Excellence NATO UNCLASSIFIED

ACT’s role and relationship with COEs • A specific Directive ACT Directive 80-3. • A dedicated Branch: JFD/CPD (COE Programme Development) in charge of: • Accreditation of new COEs (IAMD, MARSEC in 2019), • Assessing periodically COEs (HUMINT, C-IED, MILMED, EOD, CAT, JAPCC in 2019), • Supporting the development of Programme of Work of COEs, • Facilitating NATO COEs to establish bilitarel relationships with NATO Agencies, Nations, Partners, IOs/NGOs, Industry and Academia, • Coordinating ACT’s TRANSNET web portal to ensure unclassified collaboration between HQ SACT, COEs and related entities, • Supporting FOGO Champions engagement and SMEs’ coordination, • Leading and coordinating the military aspects of the Accession and Integration of new Alliance members (Montenegro, North Macedonia). ACT COE FOGO Champions • Act as a Strategic POC for D&G ensuring that COE activities are in line with ACT’s Warfare Development Agenda. • Ensure that the COE receives high level advice and support for projects or to resolve issues with the NCS. • Provide D&G ICCW the COE’s Steering Committee, the Director and the SME on the POW development. • Engage with the COEs, with the support of the respective SMEs, IOT feedback on their products and assess the possibility and/or necessity to elevate them to NATO products. • Ensure the coherence of HQ SACT/SHAPE engagement with the COE is in line with the priorities of the Alliance. Participate or support major COE events. • Approve COE Periodic Assessment Reports prior to submission to the Military Committee. NATO UNCLASSIFIED
