HISTORY • Data recorded for Beds CC (WDA only) in Excel spreadsheets • BVPIs Calculated for Beds CC only • All Disposal Contractors paid by Beds CC report directly to Beds CC • Bring Site figures reported by Districts to Beds CC • Data previously collated by Contracts Manager • New position of Performance Officer created in September 2004 when WDF due to be launched – started January 2005

WasteDataFlow 2005 - 2006 • Arranged Training Session • Invited all 3 Districts who did attend • 2 out of 3 districts keen to complete • Passed collection data back to districts • Eventually completed 2005/06 for Beds CC • Beds CC (WDA) had collection data for total WCA but nowhere in WDF to enter figures

WasteDataFlow Outcome for 2005-2006 • Beds Borough completed all data entries • Beds CC served notice by EA for • Mid Beds, no data completed • South Beds, Incomplete data rolled up • Beds CC entered all data and rolled up 2005 – 2006 for MBDC and SBDC • This is when we realised that Onus was on WDA to ensure completion by WCA

  6. WasteDataFlow One Year On • Agreement at Bedfordshire Authorities Waste Partnership (BAWP) Beds CC to enter data for WCAs and roll up on completion for 2006 – 2007 • Guidance Notes ‘Waste Data Flow completion for Waste Collection Authorities’ produced by Beds CC and accepted by all districts

  7. WasteDataFlow Waste Data Flow completion for Waste Collection Authorities Guidance Notes Questions to be completed by WCAs are:- To be completed by 25th of the month following the end of each quarter:- (same deadline as BVPI data)

  8. WasteDataFlow Questions to be completed by Bedfordshire County Council (WDA) To be completed and submitted by issued deadlines. Bedfordshire County Council will take responsibility for checking and verifying data. All data for all WCA and WDA will be rolled up and authorised by Bedfordshire County Council. Bedfordshire County Council will also complete all questions requiring entry by Waste Disposal Authorities. WasteDataFlow Changes • Excel spreadsheets still maintained but modified to produce data as per WDF input screens • Created check lists to double check collections by district = Beds CC totals • Prior to WDF CA site tonnages recorded per site and total of 5 sites. Now split into sites per districts
