1. Young people under 17 wanting to leave school

   JANUARY 2010 – NEW LAW Students need to complete school to year 10 THEN CONTINUE IN ONE OF Full time education Training Paid employment A combination of these UNTIL AT LEAST 17 YEARS OF AGE
2. Young people under 17 wanting to leave school To leave school before these requirements are met the student MUST obtain special approval. The young person will often seek to get out of school by choosing TAFE instead of either the full-time education or training options. This is A LOT harder that it appears and is now even harder.
3. Young people under 17 wanting to leave school Young people are under THE COMPLETE MISAPPRENHENSION that they can just say I don’t want to go to school any more so I’ll go to TAFE instead. They think this is sufficient to get an exemption from school and entry to TAFE. VERY WRONG Others think that because the school agreed to sign them out they qualify to get into TAFE. VERY WRONG AGAIN

Young people under 17 wanting to leave school What is required is a “Approval to Undertake the Equivalent of Year 10 of Secondary education at TAFE NSW” Discussion between the school and a TAFE delegate Assessment of the student by a TAFE representative Completion of part of the form by the school Completion of part of the form by the student Approval by the School Principal Approval by the TAFE Institute Director
5. Young people under 17 wanting to leave school If the application is approved then the young person will be allowed to enrol at TAFE. HOWEVER; the TAFE website states very clearly “Under exceptional circumstances, TAFE NSW will offer Certificate II vocational courses for a small number of young people who are under 17 years of age and have not completed Year 10.” At MD there has not been one approval granted. Over the 8 campuses of the Institute I have heard of no more than about 5 approvals in the last 4 ½ years.
6. Young people under 17 wanting to leave school REMEMBER: there is no requirement of TAFE to accept students into its’ programs; particularly those under 17 who are covered by the Education Act. The exceptions to this are registered apprentices and trainees.
7. Young people under 17 wanting to leave school WHAT ARE TO OPTIONS? By remaining at school the student has the opportunity to enter TVET courses; usually starting in Year 11. School-based apprenticeship to commence trade training; forming part of the student’s HSC study program. School-based apprenticeships and traineeships can start from year 10 but the school needs to seek approval from their school system (further advice available from BOSTES).
8. Young people under 17 wanting to leave school For many this will be too much like hard work! They will want to just leave school and start TAFE – WHICH IS NOT GOING TO HAPPEN. Before ‘Smart & Skilled’ that you’ve just heard about another possibility was a co-enrolment between TAFE and school. From 2015 this option will no longer be available.
9. Young people under 17 wanting to leave school Under ‘Smart & Skilled’, to access TAFE courses a student must Be over 15 years of age Be no longer at school Be living in NSW. This clearly precludes co-enrolments as you can’t enrol at TAFE if you are still at school with those exceptions previously described.
