  2. New Direction of the CHM : The CHM, in support of Article 18.3: • Completed its information exchange pilot phase; • Will continue to develop information exchange mechanisms in support of the Convention, programs and cross-cutting issues;

  3. New Direction of the CHM The CHM, in support of Article 18.3: Is focusing on capacity building initiatives; Primary focus is on the promotion of technical and scientific collaboration.

  4. New Direction of the CHM Mandate comes from: Conference of the Parties V/14, VI/18; CHM Strategic Plan; Informal Advisory Meetings (11 March 2001, 11 Nov. 2001); SBSTTA 6 and 7

  5. COP Decision V/14 & VI/18 V/14: Propose options for improving ways and means by which the CHM can facilitate access to and transfer of technology. VI/18, paragraph 2: Requests the Executive Secretary to commission a review to assess the current and potential role of the clearing-house mechanism in promoting technical and scientific cooperation, including its role in facilitating the transfer of technology and know-how and capacity-building … (Discussing with UNEP-WCMC, within the framework of the Chevening Studenship in Biodiversity, to undertake an assessment on the current and future role of the CHM in technical and scientific cooperation)

  6. COP Decision VI/18 The Toolkit VI/18, paragraph 3:Recommends that the Executive Secretary update and further develop the CHM tool kit referred to in decision IV/2, incorporating the use of guidelines, best practices and new information formats, protocols and standards to assist Parties in the establishment or improvement of national, subregional or regional focal points for the CHM (Completed first draft of the new Toolkit in collaboration with the Governments of Belgium and the Netherlands, the EC CHM and the GBIF)

COP Decision V/14 & VI/18 Capacity-building V/14: Convene regional workshops to support capacity-building for CHM activities, training and awareness, with a focus on cooperation in biodiversity information… VI/18, paragraph 4: Urges the Executive Secretary to convene additional capacity-building workshops at the national, subregional and regional levels referred to in dec. V/14 of the COP for CHM and training in support of national capacities to implement the Convention; (An African regional workshop was organized February 2003; a joint EC CHM-CBD CHM is being organized for September 2003)

COP Decision VI/18 Capacity-building VI/18, paragraph 5: Urges the Executive Secretary, in collaboration with existing international networks of indigenous and local communities and NFPs to assist in the further development of communication networks for use by these communities, with an initial emphasis on information-sharing formats, protocols and standards, having regard to ethical issues pertaining to traditional knowledge. (Technical Expert Group on the CHM and Traditional Knowledge meeting held in Santa Cruz, Bolivia February 2003. Report: UNEP/CBD/AHTEG/TK-CHM/1/3)

COP Decision V/14 & VI/18 (h) Identify possible formats, protocols and standards for the improved exchange of biodiversity-related data… (Recommendations from the Informal Meeting on Formats, Protocols and Standards for Improved Exchange of Biodiversity-related Information were issued as a report (UNEP/CBD/COP/6/INF/18) Decision VI/18, para. 5 also emphasizes information-sharing formats, protocols and standards.

  10. COP Decision V/14 Develop a pilot initiative to assist work on the thematic issues within the work programme of the SBSTTA (Collaboration with the GISP in the development of a Global Invasive Species Information Network)

  11. COP Decision V/14 Identify and establish cooperative arrangements with those international thematic focal points that can provide relevant and appropriate thematic information... (To date, 4 International thematic focal points have been established: GTI, GISP, BirdLife International and NatureServe. Discussions ongoing with other organizations)

Informal Advisory Committee Recommendations (11 March 2001/11 November 2002) Seek close links with the GISP, the Global Taxonomy Initiative (GTI) and the Global Biodiversity Information Facility (GBIF) Study joint work programs with the GISP/BirdLife/GTI/NatureServe and other similar initiatives pursuant to annex II(c) of V14; Emphasize capacity building, particularly education and training; Recommend adherence to formats, protocols and standards; Develop a controlled vocabulary (project completed)

  14. The CHM and the BCH • The CHM is responsible for the technical implementation of the Biosafety Clearing-House pursuant to Article 20.1 of the Cartagena Protocol on Biosafety. Under this broad mandate, it: • Developed the technical architecture of the pilot phase of the Biosafety Clearing-House; • Recommended protocols and standards for assist interoperability with national BCH databases; • Participated in BCH capacity-building initiatives
