  2. Terms of Reference The objectives of Task Force are: 1. To develop a long-term view about options for climate change policy in Europe; 2. To deliver long-term scenarios of GHG-emissions and abatement technologies including abatement costs and influence on energy prices; 3. To develop a view on the further development of the EU emissions trading scheme after 2012

  5. Chapter 2 General climate policyComparison global development vs. European development (emissions, political, legal, …), compare different systems (tax, ETS,..), global climate policy context (energy- and GHG-prospective studies), sectoral approach

  6. Chapter 3 • Climate friendly technologies • Identify technologies • Abatement costs • Abatement volumes • Try to explore “unusual” solutions

  7. Chapter 4 Status quo of the EU ETS, non-ETS, pros+cons of ETS, “lessons learned”, other sectors (transport,…), investment incentivised JI/CDM

  8. Chapter 5 Development of EU climate policy beyond 2020 Linking, integration of other sectors/gases, WTO-rules, competitiveness, non-ETS sector, global allocation rules, security of supply, JI/CDM

  9. Chapter 6 • Pathway to a climate friendly Europe • needed investments • attractivity/risk of investments, • energy mix, • connected emissions, • costs for the public (Stern report),

  10. Chapter 7 • Conclusions and recommendations • We need a global price on CO2 emissions • We need more support for climate friendly technologies • Investments are key – longer horizons • Re-balancing necessary: Security of supply and Affordable energy
