  3. Who are we? -- Background • 1946: Fulbright Program established in the US under legislation sponsored by Senator J. William Fulbright to increase mutual respect and understanding between the people of the United States and the people of other countries by means of educational and cultural exchanges. • 1957: Fulbright Program established in Ireland, more commonly known as An Bord Scholáireacthaí Cómhalairte (The Scholarship Exchange Board). • 1991: Ireland – United States (Fulbright) Commission for Educational Exchange established by Irish legislation as a public body with charitable supported by the US Department of State and the Department of Foreign Affairs to operate the Fulbright Program.

Who are we? – Recent highlights 2007: 50th Anniversary of the Fulbright Program in Ireland November 2010: UCC hosted Fulbright Conference Board meeting and inter-changes conference March 2011: 20th Anniversary of the Fulbright Commission June 2011: 43 Fulbright Awards offered to 24 Irish / EU Citizens and 19 US Citizens March 2011 - June 2012: UCC to host 1 Fulbright Specialist & 3 US Scholars 18th November 2011: Deadline for applications for 2012-2013 Irish Fulbright Awards 30th November 2011: Deadline for expressions of interest to host US Scholar / Students

  5. Why collaborate with us? • Quality & Credibility - Fulbright is one of the most prestigious international education programs with very high visibility. It attracts and selects candidates with academic and personal excellence, leadership potential, commitment to scholarship and society and recognition that receiving a Fulbright award is for life. The Fulbright Commission is committed to offering a quality and effective service to its students, scholars and supporters. • Contacts & Communication —Fulbright can access a “deep reservoir of expertise” and emerging leaders in the US and encourage a new generation of researchers and leaders in Ireland. Fulbright awards are a creative and cost-effective way for Irish institutions to advertise their aspirations and activities to a wide audience in the US.

Why collaborate with us? • Cost – Fulbright grants to in-coming US scholars / professionals and students are a cost-effective and creative way to facilitate internationalisation, research and institutional development and mutual understanding. For US applicants, Fulbright manages the advertising and recruitment of candidates in collaboration with Irish host institutions, work permit and GNIB processing, health insurance and orientation programs for grantees. Irish organisations bear no employers’ PRSI or any other social costs for US scholars / professionals as grant payments are administered by the Fulbright Commission which is subject to annual Comptroller and Auditor General audits. For Irish applicants, Fulbright assists with the application / admission process to US institutions and visa processing with the US Embassy. US host institutions may provide tuition assistance, accommodation and stipends to Irish grantees.

What we have on offer? -- Advice • Global Network of more than 450 advising centres in 170 countries supported by the US Department of State • Primary source of information for potential under and post-graduate students and scholars around the world who seek access to US Higher Education • EducationUSA advising centre is now based in the Fulbright Commission

  8. What we have on offer? -- Awards Fulbright grantsinclude a monetary award, visa administration, accident and emergency insurance and cultural and professional programs. There are awards for: • Irish citizens & EU citizens in Ireland for 3 years or more for postgraduate research, study, and or lecturing in the US • US citizens for postgraduate research, study, and or lecturing in Ireland.

Awards for Irish & EU Students Fulbright All Discipline Student Awards Number: Approx 14 Value: Max €20,000 These awards enables Irish students to undertake postgraduate study and research at US colleges. Students can be enrolled on Irish / EU PhD programs or may apply / enrol on US degree programs. There are 2 types of awards: • Commission awards in any discipline including the visual and performing arts 2. Sponsored awards for specific areas / applicants. In 2011 – 2012, these included: • CRH in Business Studies or Engineering • Environmental Protection Agency in Environmental Science / Policy • Notre Dame Partial Tuition Waiver Award for a LLM in Human Rights Law The grant is only available for one year but students may remain in the US for the full duration of their US Masters and PhD programs. The 2012 – 2013 competition will be open 5th September – 18th November 2011 for applications

Awards for Irish & EU Students Fulbright International Science & Technology Award Number: Approx 40 internationally Value:Approx $60 k per annum x maximum 5 years This student award is for fully funded PhD study at top US institutions in science, technology or engineering. The award is designed to be among the most prestigious international scholarships in science and technology. Approximately 40 awards (approximately $60,000 per annum for a maximum of 5 years) are granted worldwide for Fulbright candidates who demonstrate unique aptitude and innovation in scientific fields. The 2013 – 2014 competition will open again in February 2012 subject to funding from the US government.

Awards for Irish & EU Students Fulbright Foreign Language Teaching Assistantship (FLTA) Number: Approx 10 Value: Approx €20,000 including return airfares, living costs + tuition waivers The aim of the FLTA program is tostrengthen Irish language instruction at US colleges and universities while providing current or future teachers with the opportunity to refine their teaching skills and extend their knowledge of US society and culture that they can draw upon / impart when they return to Ireland. The Program offers FLTAs and US students the unique opportunity to learn about each others' culture and to build mutual understanding. FLTAs teach approximately 8 – 10 hours a week and take 4 classes during the year with 1 course having to be in American Studies. The 2012 – 2013 competition will be open 5th September – 18th November 2011 for applications.

Awards for Irish & EU Scholars / Professionals Fulbright All Discipline Scholar Awards Number: Approx 4 Value: maximum $20k for full academic year These awards enables Irish academics / post-doctoral scholars professionals to spend 3-12 months researching / lecturing in the US in any discipline including the visual and performing arts The 2012 – 2013 competition will be open 5th September – 18th November 2011 for applications

Awards for Irish & EU Scholars Fulbright Awards for Irish Language Scholars / Professionals Number: Approx 2 Value: Max €50 k for full academic year These awards aim to promote Irish language and culture in the United States. Applicants are expected to research / teach the Irish language for a minimum of 3 months. The 2012 – 2013 competition will be open 5th September – 18th November 2011 for applications

Awards for Irish & EU Scholars Fulbright – Schuman Program Number: Approx 11 – 13 throughout Europe Value: A monthly stipend of €3k, €2k for airfare, max €30 k for re-location costs The awards of 3 – 10 months are for research and/or post-graduate study on EU affairs or US-EU relations at an accredited US university or independent research centre. Candidates are responsible for arranging their own affiliation and can request projects tenable in a maximum of two different US institutions Two to four one-semester awards for lecturing on EU affairs or U.S.-E.U. relations, integration, and political economy at a selected US university. The 2012-2013 competition will close on 1st March 2012.

Awards for US Students Fulbright Awards for US Students Number: Approx 4 Value: €16 - €30 k The reciprocal award to the program for Irish students in the US, this Program enables US postgraduate students to spend one-year studying / researching at a college in Ireland. From 2009, the Commission has a dedicated Irish language award and secured tuition waivers for a US student on a range of taught masters within DCU, DIT, DKIT, NUIG, NUIM, UCC, UCD, UL, TCD. These are advertised and short-listed by the Institute of International Education (www.iie.org). The Fulbright Commission in Ireland makes recommendations to the J. William Fulbright Scholarship Board that makes the final selection. The 2012-2013 competition closed for applications on 18th October 2011.

Awards for US Scholars / Professionals Annual Fulbright Awards for US Scholars / Professionals Number: Approx 12 Value: €42 k for a full academic year The reciprocal award to the program for Irish scholars in the US, this Program enables US academics / post-doctoral scholars / professionals to spend 3 – 12 months researching and lecturing in an academic institution in Ireland. The Commission fully funds and or co-funds with Irish institutions 2 – 4 awards each year in the ALL DISCIPLINES category. From 2009 Colleges / institutions must fully-fund DISCIPLINE SPECIFIC awards for inclusion in the Commission’s award text that is advertised by the Council of International Exchange of Scholars (www.cies.org) who peer-review & short-list candidates for the institution and Commission’s consideration. The Fulbright Commission in Ireland then makes recommendations to the J. William Fulbright Scholarship Board for review and approval. The Commission is seeking expressions of interest from Irish institutions for the 2013 – 2014 competition until 30th November 2011.

  17. Awards for US Scholars / Professionals Fulbright Specialist Number: Approx 6 per annum Value: Fulbright covers travel, insurance and a per diem. Host institution covers local travel / subsistence Duration: 2-6 weeks. These awards are designed to provide US faculty and professionals with opportunities to collaborate with professional counterparts outside the US on curriculum and faculty development, institutional planning and a variety of other academic activities in a selected range of eligible academic disciplines. Host institutions may nominate a particular US academic or may simply request an approved expert in specific field. Candidates must be approved by the US Council for the International Exchange of Scholars (CIES) and the J. William Fulbright Scholarship Board. The Commission has an allocation of 6 specialists per financial year. The Commission is seeking expressions of interest from Irish institutions until 30th November 2011.

  18. Awards for US Scholars / Professionals Fulbright Inter-country Program Number: N / A Value: Fulbright Commission assists with travel. Host institution requested to provide accommodation, subsistence and possibly a per diem. This program allows the Fulbright Commission / interested institutions in Ireland to bring a US Scholar in another European Country to Ireland for a short period (maximum 1 week) to lecture / visit with relevant colleagues. The Commission is seeking expressions of interest from Irish institutions until 30th November 2011.

How to collaborate with us ? • For Irish Awards – join the Commission’s e – newsletter subscription service, disseminate email alerts / posters advertising competitions to relevant candidates, attend annual road show briefings the Commission holds at UCC • For US Student Awards – respond to potential students seeking additional information regarding research / study opportunities and, or refer them to the Fulbright Commission or International Office • For US Scholar / Specialist & Inter-country Awards – As per NUI Galway, DCU, DIT, consider implementing an agreed procedure in the Research / President’s office to designate a central contact for Fulbright to correspond with, to co-fund Scholar awards, to ensure procedures are in place to integrate scholars on arrival. Departments can competitively bid for central co-funding or UCC can designate / fund a number of priority research / teaching awards that are then supported through the Fulbright Program.
