IAEA regulations for transport • Low Dispersive material (LSA) or Special form Radioactive material ? • Limits on transport in a type B(U) container : (3000*A1,2) • 600 TBq (16.2 kCi) for 144Ce • 90 PBq (2.43 MCi) for 51Cr • Temperature on accessible surface • 50 °C with an ambient temp. of 38 °C • § 617.For packages to be transported by air, the temperature of the accessible surfaces shall not exceed 50°C at an ambient temperature of 38°C with no account taken for insolation. • Radiation level limits ? • 2 mSv/h at contact for air transport • 10 mSv/h at 3m from transport container • Possibility to use the so-called Special arrangement (§ 310) ? Brief summary of CeLAND phase • a « task force » inside CeLAND collaboration • identify local difficulties, modifications, find solutions • look for available transport containers • Many contacts with several transport companies • Japanese companies for solution within Japan • US companies and Oak Ridge (air transport ?) • Croft in UK • Russian companies : Sosny • French company : Areva-TNI • Clear conclusion of this phase • There is NO type B(U) transport container approved both in Russia AND in Japan • New certification may take several years • => CeLAND change to CeSoX Michel CribierCEA/DSM Irfu/SPP

Informations from Areva-TNI • A (french/international) company competent in the transport of radioactive material • a branch of Areva ; strong links with CEA (61% of shares) • Several meetings with them during last year • reliables informations based on real experiences • Main difficulties identified for CeLAND • find a transport container certified in Russia and in Japan • time issues : delay for certification • since Fukushima : new nuclear safety autority in Japan • find the best possible routes : • only few harbours allowed for radioactive transit (class 7) : Mourmansk, St Petersbourg • on east coast of Siberia . Nakhodka/Vostochniy ? Test transport to Japan of enriched U in fall 2012. Unclear • …cost issue : certifications, dedicated boat, insurances • Transport from Mayak to LNGS • a new (official) demand since a month • We will received very soon a complete offer Michel CribierCEA/DSM Irfu/SPP

Transport Container • Has to be certified to transport 144Ce • a (rather) simple extension if already certified for fuel elements • Has to be big enough • our object is ≈ 2 tons • enough internal size • Many companies, several containers • Build (and certified) a dedicated « basket » • Needed to hold/block our heavy load inside Michel CribierCEA/DSM Irfu/SPP

The « possible » route to KamLAND • New possibility on east coast through Nakhodka/Vostochnyi harbour • Train in Russia + chartered boat to Tokyo/Yokohama + route inside Japan • used in fall 2013 for enriched Uranium • Confirmed by russian, Areva-TNI : only a test.
