  1. Redbank Valley School District Public Hearing Purpose: Discuss a possible change in the configuration at the elementary grade levels for 2011-2012 school year.

  2. At the September, 2010 work session the Administrative Team presented: The foundation a recommended change would be based upon. Rationale for a change in configuration. Four options for changing the configuration. Regulations/ school law defining the process for closing a building. Impact study on K-6 grade levels housed at New Bethlehem/ Hawthorn. Also stepping stones K-2 at NB, 3-6 at Hawthorn through 2012-2013 school year.

  3. The ideals discussion on a change in school configuration is founded: Maintain the “culture of the Redbank Valley School Community”. Maintain and continue to improve educational opportunities for our students. Ensure fiscal responsibility to maintain economic viability in the long term.

  4. Rationale for a change in configuration: The lack of equity in class sizes from building to building. Enrollment has significantly decreased in the past years. In 2002:1450, 2009:1245, 2010:1179. Staffing has remained consistent. Enrollment projections show a continuing trend in the decreasing student population. There is no evidence that configuration of schools has any impact upon the achievement of students.

  5. Options for a change in configuration: K-6 at all three elementary schools utilizing class equalization. K-6 model at New Bethlehem and Hawthorn, 7-12 at the high school. Stepping stone: New Bethlehem K-2, Hawthorn 3-6, 7-12 at the high school. K-5 model at New Bethlehem and Hawthorn, 6-12 at the high school.

  6. Laws and regulations/ protocol for school configuration change when closing a building Notice of public hearing posted in the newspaper at least 15 days prior to the hearing. Hold a public hearing relating to the closing not less than 3 months prior to the decision of the Board. 60 day notice to employees prior to the closing Notification for approval by the superintendent to the PA Department of Education by August 15th. The department will not authorize changes prior to June 14th.

  7. Impact on the Redbank Valley School District Budget Resulting from a Change in Configuration  7-10 RVEA Staff: $350,000-500,000 Room Aides: $30,000 Support Staff: $100,000-140,000 Utilities: $25,000-30,000 Maintenance Supplies $5000 Total: $510,000-705,000

  8. Options For the Building Once it is Closed Market and sell Retain it and let it set Retain/market/lease

  9. Board questions from previous work session. Transportation cost increases Stepping stone cost to implement K-6 details with respect to class size Room usage at the high school Cost to add classrooms

  10. “Stepping Stone” The recommendation of the administrative team is to implement the stepping stone model if the district decides to change its configuration. ENSURES EQUALIZATION: IMPROVE EDUCATIONAL OPPORTUNITIES FOR OUR STUDENTS: FISCALLY RESPONSIBLE Maintain the “culture of the Redbank Valley School Community”. Maintain and continue to improve educational opportunities for our students. Ensure fiscal responsibility to maintain economic viability in the long term.
