Introducing Regulatory Impact Analysis into the Turkish Legal Framework Overall Objective: To contribute to the improvement and increased quality of policy-making and legislative processes in Turkey by implementing better regulation principles and developing wide-scale, sustainable implementation of RIA methodology.

  3. Project Objectives To improve the implementation of RIA by increasing administrative capacity in relation to RIA methodology and effective consultation processes through providing various training activities and developing the tools available, while building on existing public awareness. In particular 45 officials will be trained on impact assessment and better regulation policies and tools. A much wider understanding of RIA will be developed through a number of seminars and workshops. In addition, the role of the central co-ordination body for promoting and assuring the quality of RIAs will be reviewed and strengthened.

Training Events Training the Trainers 18/19/20 November 2008, 51 participants 1st workshop – Planning an RIA 11/12 March 2009, 52 participants 2nd workshop – Consultation & Communication 16/17 March 2009, 39 participants 3rd workshop – Analytical Tools and Data Collection 15/16 April 2009, 45 participants 4th workshop – RIA in EU Harmonization 4 June 2009, 60 participants 5th workshop – General RIA Training 6/7/8 July 2009, 64 participants 6th workshop – RIA Analytical Tools 15 July 2009, 51 participants Total number of participants to date 195 7th workshop – RIAs: Scrutiny and Capacity Building in the Prime Ministry 13/14 October

  6. Seminars Launch event held in January, 200 participants RIA Network Seminar, 38 participants Seminar for senior officials held in September, 63 participants External stakeholders seminar in Istanbul 2 October, 106 participants

  7. Pilot RIAs Two Pilot RIAs developed: • 1st pilot with MARA - completed in August and available on Project website. • Ministry found RIA particularly useful for developing options for implementation and as a consultation tool • 2nd pilot with MoF – development work carried out, RIA to inform further work in the Ministry • Ministry found work to really define the problem helped their understanding of the issues to be tackled and re-focused their consideration of options

  8. Study Tours 2 Study Tours completed: To UK February 2009, 9 participants: meetings with central unit, ministries, National Audit Office and Parliamentary Committee To Sweden June 09,14 participants: meetings with central unit, ministries and business organizations

  9. Reviews Existing By-Law mandating the use of RIAs and RIA Guidelines: recommendations made and a detailed look at these will take place in Session 2 Institutional arrangements: examples of international practices will be given in Session 2 for consideration of options in Turkey Peer review and best practice: an overall report of the RIA framework in Turkey will be delivered in the next 3 weeks, with examples of international best practice

Awareness Raising RIA Project Website: www.riaturkey.org Training material, Project updates, links to international best practice Extensive awareness raising across central government Istanbul seminar for external stakeholders, mainly business organizations Articles and newsletters planned to build on significant interest following Istanbul event RIA material to be produced for wider government audience, to be used at… Final Conference to be held on 3 November in Ankara
