CX3Catalysts—Strategic Growth Council Opportunities and Funding Urban Greening Projects Request for Proposal • Eligible Applicants: city, county or nonprofit organization • Use natural systems, or systems that mimic natural systems, or • Create, enhance, or expand community green spaces • Provide multiple benefits including, but not limited to: • A decrease in air and water pollution • Reduction in consumption of natural resources and energy • Increase in reliability of local water supplies • Increased adaptability to climate change • Promote Public Health and Develop a Healthy Community • Priority for Communities Vulnerable to Climate Change

CX3Catalysts—Strategic Growth Council Opportunities and Funding Urban Greening – cont. • Statutory priorities given to projects that: • Use interagency cooperation and integration (i.e., collaboration), or • Use existing public lands and facilitates use of public resources and investments including schools, or • Are proposed by an economically or severally economically disadvantaged community A decrease in air and water pollution • Additional points for proposals that: • Improve Public/Community Health • Demonstrate Innovation and/or Creativity • Are Proposed by Communities More Vulnerable to Climate Change or Address an Environmental Justice Issue • Up to $2,000,000 will be targeted for projects within or serving disadvantaged communities. Requests for targeted funding are limited to a maximum of $75,000

Planning Agency, or a Joint Powers Authority • Supports the planning and development of sustainable communities • Promote infill development and invest in existing communities; • Protect, preserve and enhance environmental, agricultural and recreation resources; and • Encourage location and resource efficient new development Modeling Improvement

CX3Catalysts—Strategic Growth Council Opportunities and Funding Modeling Incentive Grants • $12.0 M to Metropolitan Planning Organizations (MPOs) • Data collection and model development that assists MPOs and Air Resources Board in setting targets • Accelerating and implementing improved modeling capability • Improving the transportation models to be sensitive to: • Price sensitivity, such as in tolling or congestion-pricing applications • Evaluation of outcomes in designated transit-oriented development • Evaluation of effects of different regional development densities (e.g., single family housing versus multi-family, etc.) • Evaluation of outcomes in redevelopment and infill areas • Equity and environmental justice sensitivities, such as effects of transportation and development scenarios on low-income or transit-dependent households • Different transportation options, including transit, walking and bicycles

CX3Catalysts—Transforming TransportationPolicy And Planning Blueprint Planning • Provide funds for regional collaborative decision-making • Adoption of blueprint plans that will achieve performance outcomes to foster more efficient land use patterns that: • Support improved mobility and reduced dependency on single-occupant vehicle trips. • Accommodate an adequate supply of housing for all incomes. • Reduce impacts on valuable habitat, productive farmland, and air quality. • Increase resource use efficiency. • Promote a prosperous economy. • Result in safe and vibrant neighborhoods. • Applicants are required to consider public health

CX3Catalysts—Transforming Transportation—Policy and Funding • California Strategic Growth Council’s Federal Transportation Policy Providing Efficient Mobility for the 21st Century • “Integrate public health and natural resource benefits into transportation planning and performance measures at the regional, state, and national levels. Involve public health and conservation officials and experts to participate in regional planning and priority setting.” • “Policies and programs, aligned with the above criteria, should target the highest proportion of sustainable, benefits for economically and socially disadvantaged communities. If negative impacts cannot be eliminated then mechanisms to mitigate those impacts for these groups must be prioritized.”
