  1. Kansas City Outdoor LightingCurrent Status • Lacking uniformity across Zoning Districts and Development Districts • Contains ambiguous definitions “objectionable, deflect away” • Does not promote a Good Neighbor policy or Driver Safety

Uniform Exterior Lighting Code • One code applicable across entire city • Define standards measurable with simple tools – Sight, Luxmeter, Fixture Specifications, Measuring Tape • Ensure standards applicable to existing and future construction - fairness • Include education and prohibitions to promote compliance at time of purchase

  3. Primary Goals • Increase travel and tourism • Improve driver safety and visibility • Increased use of energy-efficient sources • Allow residents and travelers darkness to sleep

  4. Secondary Goals • Reduce light pollution – Sky Glow • Reduce future nuisance problems with exterior lights • Protect our natural resources – coal, wildlife, nighttime sky

  5. What should be regulated? • Light shining where it is not needed or wanted • Glare • Intensity or over-lighting • Complex Installations such as Sport Fields

  6. How can this be regulated? • Restrictions on light crossing the property boundary • Require shielding • Establish appropriate illumination levels for lighting districts

  7. Restrictions on light crossing the property boundary • Reuse existing code with a 0-2 lux limit measured at any property line • Prohibit wasted light shining into the sky

  8. Require Shielding • Shield light source from outside the property • Shield light source from above • Light Shielding - Shielding shall be installed so the source including light bulbs or diffuser or reflector is not visible from the property line or from above the property.

  9. Establish Appropriate Illumination Levels • Define Lighting Zones • E4 - Areas of high ambient lighting levels • E3 - Areas of medium ambient lighting levels • E2 - Areas of low ambient lighting levels • E1 – Areas with dark landscapes • Define Maximum Total Exterior Light Output Standards
