MesoAmerican-Caribbean Sea Hydrographic Commission Assumptions • MACHC will be allotted 2 Representatives to the IHO Council • All MACHC Council Representatives will serve a 3-year Term • MACHC will meet at least once between consecutive IHO Assemblies • The MACHC Representative must be from a Member State with Full Member Status in MACHC

MesoAmerican-Caribbean Sea Hydrographic Commission Options • Designate the Chair of the MACHC as one Council Representative • Designate Chair and Vice-Chair of MACHC as the two Council Representatives • Conduct Independent Selection of Council Representative(s) • A combination of the above three options

Advantages Simple and Easy to implement – Add Council Representation to Chair duties (May require revision to MACHC Statutes) Disadvantages Added responsibility to Chair duties may preclude some MS from actively seeking Council Representation Resources (financial and time) in addition to existing duties of the Chair may impose too great a burden on any one MS Requires a 3-year commitment as the MACHC Chair in order to coincide with Council term Does not address the selection of a second representative MesoAmerican-Caribbean Sea Hydrographic Commission Option 1

Advantages Slight variance of Option 1 Satisfies requirement for 2 Council Representatives Simple – Add Council Representation to Chair and Vice Chair duties (May require revision to MACHC Statutes) Disadvantages Requires MACHC to establish the position of Vice Chair Added responsibility to Chair and Vice Chair duties may preclude some MS from actively seeking Council Representation Resources (financial and time) in addition to existing duties of the Chair and Vice Chair may impose too great a burden on any one MS Requires a 3-year commitment as the MACHC Chair and Vice Chair in order to coincide with Council term MesoAmerican-Caribbean Sea Hydrographic Commission Option 2

Advantages Resolves issues of that still remain in Options 1 and 2 Chair (and Vice Chair) retains flexibility to seek Council Seat if desired Allows more MACHC Members to play active roles in MACHC and IHO activities Change in Commission Chair will not affect Council Representative Position Independent of the number of Council Seats allotted to the MACHC Disadvantages Requires separate election(s) for Council Representatives MesoAmerican-Caribbean Sea Hydrographic Commission Option 3

  7. This Option would consist of a combination of the first three Options and has not been further developed due to the number of possible variations. It could, for instance, be as follows: Use Option 1 to select the one Representative and Option 3 to select the second Representative The reverse of the above-- Use Option 3 to select the one Representative and Option 1 to select the second Representative MesoAmerican-Caribbean Sea Hydrographic Commission Option 4

MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Givens: • MACHC will be informed as to the number of Council seats allocated 3 months prior to the Assembly • MACHC Members who wish to be considered for Council selection, must identify themselves and inform MACHC and IHO of their Council representative(s) 6 months prior to the Assembly

MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Approach: • Include selection of Council Representative(s) on MACHC Agenda as a matter of routine (at least once between Assemblies) • MACHC Chair shall distribute a list of Member States who are eligible to serve as Council representatives • MACHC Chair shall entertain nominations for candidates from among the eligible MACHC Member States

MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Approach (continued) • The Chair shall seek nominees, each from a different eligible MACHC Member State • Once nominations have closed, a vote shall be taken among all full MACHC Member States with each country having one vote.

  12. MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Selection Method: • There are two basic methods: • Method 1: Single ballot to select all Council Representatives • Method 2: Separate ballots for each allotted Council Seat

MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Single Ballot Method: • Candidate with the highest number of votes shall be the primary MACHC representative to the IHO Council. • Candidate with the second highest number of votes on the ballot shall be the second MACHC Council representative to the IHO Council • The third Representative (if allotted) would be similarly selected

MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Independent Ballot Method: • Candidate with the highest number of votes on the first ballot shall be the primary MACHC Council representative to the IHO Council • Candidate with the highest number of votes on the second ballot shall be the second MACHC Council representative to the IHO Council • Candidate with the highest number of votes on the third ballot shall be the third MACHC Council representative to the IHO Council

  15. MesoAmerican-Caribbean Sea Hydrographic Commission Selection of Council Representative under Option 3 Next Steps: • Discuss Options in more detail • Address any other concerns/issues • Decide on the most appealing or appropriate selection process for MACHC • Establish a small working group to draft step-by-step Rules/Procedures for the preferred approach
