AccelNet Program Goals (NSF 19-501) Accelerate the process of scientific discovery Prepare U.S. science and engineering students, postdoctoral scholars, and early-career researchers for success in conducting and leading multiteam international collaborations It supports strategic linkages among U.S. research networks and complementary networks abroad that will leverage resources to tackle grand research challenges that require significant coordinated international efforts.

AccelNet Program Research Themes Proposals in any field or combination of fields supported by NSF with a research theme that aligns with either: • One or more the NSF 10 Big Ideas • https://www.nsf.gov/news/special_reports/big_ideas/ • Community-identified grand challenge with international dimensions • Proposals should cite reports or literature to document members of the research community consider the area a grand challenge

  6. Designed to foster networks of networks The program is not designed to create a single new network. Proposed networks of networksmust consist of a scale beyond an individual network or a single network-to-network connection. Catalytic Level and Full-Scale Implementation Level Options.

Network of Network (NofN) Characteristics International engagement integral to success of activities Aligned mission and goals among the participating networks Leveraged resources across networks for mutual benefit Professional skills and global research perspectives developed Protocols, activities, products developed that reduce barriers to international collaboration

Solicitation Specific Review Criteria • Potential of proposed network of networks to advance discovery in an area aligned with NSF Big Idea(s) or community-identified grand challenge • Readiness of research communities; Cohesion and level of integration of the vision and goals; Clarity of the Catalytic activity or for Full-Scale, clarity of need • Potential to prepare the next generation of US students, postdoctoral scholars, early-career researchers to conduct and lead multiteam international collaborations • Mutual benefits of international collaboration, including true intellectual collaboration

  10. LOI Submission Content – Due Oct. 30 Project Synopsis (1 page) What to include? Indicate the research theme of the proposed network of networks. Describe the benefit of a network of networks in this research theme to the participants, U.S. and international research communities, and society. Indicate the connection to an NSF Big Idea or community-identified challenge. Indicate whether Catalytic Level or Full-Scale Implementation Level.

Full Proposal Submission - Jan. 31, 2020 • Project Description should include: • Project Summary should indicate: • Intellectual Merit section • Broader Impacts section • Prior NSF results, if appropriate • Sub-element sections • Items requested for each level • Facilities, Equipment, and Other Resources – including those from partners • Special Information and Supplementary Documents • Personnel and Partner Organizations (3 page limit) • Letters of Collaboration Statement only • Research theme • NSF Big Idea or community-identified grand challenge • Catalytic or Full-Scale Implementation

Proposal Instructions Specific to Levels Catalytic Level (up to 3 yrs, $750K) Full-Scale Level(up to 5 yrs, $2M) • Map of the field, how proposed NofN relates to existing efforts and research frameworks • Demonstrate overarching alignment of goals • Processes or agreements in place or planned for integration of personnel and resources, handling of data sharing, IP, other issues • Timeline for expected outcomes, milestones, expectations post award • Intended process to identify and establish common research priorities • Intended process to establish agreements related to integration of personnel and resources, IP issues • How effort will evolve post award Or, for more established NofN with limited-term goal, describe how objective will be met

  13. Frequently Asked Questions: Networks What do you mean by a network? By a network of networks? Is an organization like a university, national laboratory, scientific society, or government or non-governmental organization a network? Do the research networks have to be formalized, with official structures and websites?

AccelNet definitions: distribution of researchers, function of collaboration, scope of contribution = formal link among networks as a “force multiplier” to advance the frontiers of science = established, coordinated and distributed groups of scientific researchers who cooperate within or across fields to collect and share resources, knowledge, and expertise

  15. Frequently Asked Questions: Project Level Is it necessary to have a Catalytic Level project award before submitting a proposal to the Full-Scale Implementation Level? What features signal a project a project is appropriate for a Catalytic Level or a Full-Scale Implementation level?

Can travel funds for international partners cover travel from their home country to a country other than the US? How much of the budget can cover research?
