  2. Welcome to Drivers Education Answer the following questions • What is your dream car? Make, model, color, features… • Do you think you will be a good or bad driver?  Why? • Have you ever driven anything before? Car, golf cart, moped etc.. • Where do you think the first place you drive alone will be? • Who do you think you will want to drive with the most when you have your permit? • Would you ever plan a long road trip, where would you go, for how long, and with who? • Have you ever been in a car accident?  What happened? • Have you ever seen someone drive drunk?  Did you say anything? • What scares you the most about learning to drive? • What is the most exciting part about learning to drive?

  4. Unit Goal Risk is always present, but it can be altered and managed as a driver. TSWBAT: • Develop an understanding of how to manage and alter risk. • Understand the laws governing driver licenses. • Identify what the GDL program is. • Understand the 6 point ID verification.

  6. FAQ • If your birthday comes before you take the permit test, you still MUST take the test in this course!! • The state test is worth 20% of your final grade!! • In order to pass the test, you need an 80 or better (at least a 40 out of 50)!!

  7. FAQ • You NEED at least 6 months of driving experience before your 17th birthday!! • Once you pass the state test, you can enroll in an approved driving school. The driving school will take you to the MVC to get your permit (must bring proper ID). Once the behind the wheel course is completed and you’ve received your permit, you can make an appointment for your driving test… • Ex: 6 hr course(2, 3 hr sessions) • Typically about $300 You will now be able to practice driving with some restrictions…

  8. FAQ • Restrictions: when you have your permit, you are NOT allowed to drive between the hours of 11pm – 5am!! • You MUST also be driving in the car with a licensed driver who has at least 3 years of successful driving experience. • Absolutely NO handheld devices.

  10. LAWS GOVERNING DRIVER LICENSES A motorist who operates a motor vehicle in NJ must carry: valid driver license or a validated permit valid insurance valid registration

  11. Laws Governing Driver Licenses • A motorist with a validated New Jersey driver permit must be accompanied by an appropriately licensed driver. (N.J.S.A. 39:3-13, 39:3-13.2a)

  12. Driving a Vehicle • Driving a car is a privilege NOT a right. • It can be lost at any point in time with: • Bad judgment • Incorrect paper work • Getting a ticket

What is the Graduate Driver License (GDL) Program? • Gradually introduces driving privileges to first-time drivers, extends their practice time and requires a minimum age of 18 in order to receive an unrestricted, basic driver license. • GDL has been proven to save lives among new drivers and their passengers. • Restrictions placed on first-time drivers. Failure to adhere may result in $100 fine or suspension of driving privilege.

  15. 6 Point ID Verification • All New Jersey driver license applicants must complete 6 point ID verification by presenting documents that prove their age, identity, and legal presence in the U.S. These documents include: -At least one primary document -At least one secondary document -At least 6 points of ID -Proof of address http://www.state.nj.us/mvc/pdf/Licenses/ident_ver_posterpint.pdf http://www.state.nj.us/mvc/Licenses/DocumentSelector/index.htm

Tests • All applicants must also pass a vision test with 20/50 vision with or without glasses or corrective contact lenses. • For sight in one eye, that eye must meet the 20/50 criteria. • The In vehicle or Behind-the-wheel test (BTW). • All applicants for the basic driver license must pass a knowledge test of traffic laws, rules and regulations, by scoring at least 80 percent on a 50-question test. • The answer to every question on MVC’s knowledge test can be found in the driver manual.

  18. DIGITAL DRIVER LICENSE (DDL) In 2004, NJ stopped making laminated paper licenses and implemented DDL. Why do you think they decided to do this? Which way is an under 21 license formated? Over 21 license?

  19. Minors Minors quickly identified with special “under 21” driver licenses and ID cards printed in a vertical format. A bar along the right side of the photo indicates the date when the card holder will turn 21.

  21. The License • Advanced security features help protect card holders against ID theft, and protect retailers against fraud. • Some security features are shown in the illustration – others are known only to law enforcement officials. • More durable card is significantly thicker, making it less likely that your license will need to be replaced due to damage.

  22. ALTERING (CHANGING) A LICENSE Altering a driver license or showing an altered driver license may result in loss of a motorist’s driving privilege, a fine of up to $1,000 and/ or up to six months imprisonment.

  23. GETTING A FAKE ID Getting a driver license illegally may result in a fine of up to $200 to $500 and/ or imprisonment of 30 to 90 days.

Road Test • After an applicant passes MVC’s knowledge test, MVC will validate the driver’s permit, which allows the driver to practice. • When arriving at an MVC driver testing facility for the road test, all applicants must provide a vehicle with a valid inspection sticker, a current registration document for that vehicle, a current insurance card for that vehicle, a valid examination permit, and an accompanying driver, who must be licensed to operate the vehicle.

What do they Test? • Parallel and other parking • Turning • Sitting properly • Using the horn • Starting a vehicle • Yielding the right-of-way • Steering properly • Driving in reverse • Stopping at signs • Following other vehicles • Stopping on downgrades and upgrades • Nearing corners and intersections • Stopping smoothly

Failing the BTW Test • Applicants fail the road test for many reasons. • Driving ability is not the sole criteria on which road tests are graded. • A vehicle can cause a failure if it is considered unsafe or unsuitable for a road test. What if you fail the road test? • You must wait at least two weeks before taking the test again • If you fail more than twice, MVC may require you to wait six months before taking the road test again

How will they fail? • Unreasonably unclean interior. • Equipment in the vehicle in a position that prevents the examiner from reaching the foot or parking brakes will also cause a failure. • Having an improper, expired, or no inspection sticker. • Poor brakes • Defective parking brake. • Unsafe tires • Fast idle engine • Missing Seat Belts

Address and Name Change • A motorist who changes addresses must report this change to the MVC within ONE WEEK after moving. • A motorist who legally changes his/her name (marriage, divorce, adoption) must report the change to the MVC within TWO WEEKS. • Altering a driver license or presenting an altered license may result in the loss of a motorist’s driving privilege, a fine up to $1,000 and/or up to 6 months imprisonment.

  30. MOVING TO NJ A motorist with an out of state license who moves to NJ must apply for a NJ license within 60 DAYS, OR BEFORE THE CURRENT LICENSE EXPIRES, WHICHEVER IS SOONER.

Special Learner Permit Restrictions • No driving between 11:01 p.m. and 5:00 a.m. • No using hand-held or hands-free cell phones or any other electronic devices. • Permit holder must be accompanied in the front seat by an adult supervising driver who is at least 21 years of age and who possesses a valid New Jersey driver license and has a minimum of three years’ driving experience. • Passengers are limited to any parent, guardian or dependant of the special permit holder and one additional passenger. • Permit holder and all passengers must wear seat belts. • Must display decals on license plates.

Probationary Driver License Restrictions • No driving between 11:01 p.m. and 5:00 a.m. • No using hand-held or hands-free cell phones or any other electronic devices. • Passengers are limited to one additional person, unless accompanied by a parent/guardian. • Probationary license holder and all passengers must wear seat belts. • Must display decals on license plates. • If the Examination Permit or Probationary License holder is 21 or older, hour and passenger restrictions do not apply.

  34. GDL Decal • All GDL drivers under age 21, who possess a permit or probationary license, are required to display two visible, red reflective decals, distributed through the MVC on any vehicle that they operate. One decal is to be displayed on the top left corner of the rear license plate and the other on the top left corner of the front license plate. The two, removable, decals are provided to a driver at the time a permit is issued for a fee of $4.

Review: 6 Point System • To help prevent fraud, the Motor Vehicle Commission (MVC) verifies the identity of every permit, license and non-driver ID applicant before establishing his or her identity on the MVC database. • Specific documents must be used to apply for or renew permits, licenses and non-driver ID cards. Under State law, applicants must identify themselves through MVC’s 6 Point ID program, and verify their address

  42. 6 Point ID System • You must present at least one primary document. • U.S. Citizens' primary document • Non-U.S. Citizens' primary document • You must present at least one secondary document. • You must not present more than two (2) secondary documents that are worth one (1) point.

  47. 1-POINT DOCUMENTS: • State professional license • NJ public assistance card with photo • High school diploma, GED or college diploma • Property tax statement, bill or receipt issued by a New Jersey municipality • For NJ high school students: a waiver certificate for the written portion of the driver’s test • Veterans Affairs universal access photo ID card • You cannot use more than TWO of these • Current PHOTO driver license from any other state or the District of Columbia • Social Security card • Bank statement or record • ATM card with preprinted name and applicant’s signature. (Please note: An ATM card and bank statement cannot be submitted together.) • Current health insurance card, prescription card or employee ID card with printed pay stub
