Ham in VR2 Land • Around 3,000 licensees • 100 are A license while the rest are B licenses • Around 200 active ham in U/V, 20 in HF • 4 major amateur radio societies • Hong Kong Amateur Radio Transmitting Society (HARTS) 70 years old • Hong Kong Amateur Radio Association • Hong Kong Amateur Radio Communications Association • Hong Kong Morse Communications Association

  4. ARES in Hong Kong • Farid VR2XNG is enthusiastic in EmComm • He organizes bi-monthly practices • Estimated 30 people in the group • Handful of people got certified in ARES

  5. Government Agencies • Over confident • Myopia • Trust • Face • Once disaster happened & communications broken down, everybody suffers.

  6. Red Cross in Hong Kong • Red Cross has there own communication system but only local. • Getting training doctors and volunteers to learn EmmComm. • Legal issue for non-licensed people to operate in amateur bands • The trainers are not qualified.

  7. General Public • Rely solely on commercial communication infrastructure. • Did not aware single point of failure • Commercial telecommunication operators are catering 10% of the total demand. • Not much idea about amateur radio and EmComm. • Fixed up amateur radio with walkie-talkie. • Did not know the proper communication protocol.

  8. After 2008 Sichun Earthquake • The Chinese Government recognized amateur radio assisting communications during disasters. • Schools are well known. It is good places to shelter and assemble victims. • Set up amateur radio stations at schools as communication centers during disasters.

  9. Questions but No Answer yet • How to get public awareness? • How to propagate positive publicity about the value of amateur radio and emergency communications • Resources are scarce. Timing is critical during emergency. How to be alert and prepared? • Are there facts to support our thoughts? • How to certify EmComm operators? • What is reliable emergency power source?
