This workshop, held from March 19-21, 2013, in Kishinev, Moldova, focused on the ongoing developments in various international activity and product classifications such as NACE Rev. 1.1, CPA (1996), ISCO-88, HS (2012), and COICOP. Discussions included the transition from NACE Rev. 1.1 to Rev. 2, the implementation of national versions of NACE supported by Statistics Sweden, and the challenges of dual coding and time series in business statistics. Participants explored the balance between the need for information and the quality of non-mandatory surveys, along with the institutional role of Geostat.

State of implementation • Development of national version of NACE classification is starting, Statistics Sweden is supporting the process • Implementation in Business register and business statistics survey to start in 2014, followed by national accounts in 2015
Specific issues encountered with the activity classifications • Non-mandatory nature of surveys in the country • Institutional independence of Geostat and official adoption of classifications (now through the government) • Involvement of other agencies: scope, extent and coordination • Development of national classification: trade-off between the interest for needed information vs. information quality (non-mandatory surveys) • Decision on parallel running of two NACE versions: how long to keep both versions in which areas (business, statistics, national accounts) • Recoding: one-to-one and one-to-many relationships
Issues related to time series • Preliminary decision is to keep double coding for at least one year in both business statistics and national accounts surveys • Dual coding will be used based on EU and national correspondence tables • Recalculation planned for 3 to 5 years back
