Background - UNECE 2006: Data exchange exercise for preparation of Guidelines (19 countries in 4 clusters) 2007: Study on data exchange in 11 CIS countries, based on draft Guidelines 2009: Guidelines on exchanging data to improve emigration statistics, endorsed by CES: a) Set of standard tables on stocks and flows for bilateral exchanges among countries b) Setting up clearing house maintained by an Intl. Org. to facilitate sharing of data among countries

Background – UNECE (cont.) 2010: UN Development Account Project on migration – Objectives include: • Improving migration data quality • Promoting exchange and dissemination of information on migration  Feb. 2010: Workshop in Bishkek (CIS countries) • Agreed set of tables on basic migration data to be transmitted to UNECE by participating countries

  4. Mandate UN has mandate to collect and disseminate migration data • 1998 Recommendations on Statistics on International Migration • 2010 World programme on population censuses

Other initiatives • Other data collection, sharing, dissemination initiatives in the UNECE region: • Joint migration questionnaire (Eurostat, UNSD, UNECE…) (flows) currently being revised • Eurostat data collection (EU regulation, incl. candidates) • UNSD Questionnaire on flows (under revision) + Quest. on stocks (census data) • UN Global Migration Database (UN Pop. Div.) (stocks) based on UNSD quest. & other sources • Other initiatives by OSCE, IOM, ILO, OECD etc.

General conditions  The new Clearinghouse should: • NOT duplicate other activities already existing • Provide clear added value for final users  Conditions for sustainable clearinghouse: • Countries are willing to participate actively • Data transmission procedures and data processing are sustainable given the resources available in NSIs and UNECE

  7. General principles • Platform for sharing and dissemination of basic data on international migration • Use tables developed for Bishkek workshop as initial set of data  tables by country of origin, citizenship, or country of previous residence possibly include other tables/topics later • Start with CIS countries only • possibly extend to other countries later

  8. Technical IT aspects Data format: • CSV files produced with Excel Data transmission: • by email (or UNECE downloads from NSI website) Technical requirements: • Minimal: Excel and email

  9. Organizational aspects • Identify a focal point for each country • Collects data and maintains contacts with other data producers in the country • In principle, position located in NSI • Develop data transmission procedures and discuss with focal points (UNECE) • Data to be collected by UNECE every year • New or revised data could be sent by countries to UNECE anytime, in addition to annual collection

  10. Next steps (1st half of 2011): • Create IT infrastructure (UNECE) • Create network of focal points (UNECE + NSIs) • Finalize 1st round of data collection based on « Bishkek tables » (UNECE + focal points) • Use data from « Bishkek tables » as initial input for clearinghouse (UNECE) • Public release of clearinghouse
