  2. Tanzania’s annual deforestation rate is approximately 1.16 %. Uncontrolled charcoal production is a major driver of deforestation and forest degradation particulary in weak managed gvtforest reserve

  3. BUT agriculture is by far the most widespread driver of deforestation If woodlands on village land are going to compete with agriculture as a land use, they need to bring more tangible benefits to communities.

  4. Demand for charcoal in Tanzania is projected to increase over the next 20 years due to rapid urbanisation and population growth

  5. With funding from the Swiss Agency for Development and Cooperation, the Tanzania Forest Conservation Group in partnership with MJUMITA, TaTEDO and Kilosa District Council developed a project to test an alternative charcoal value chain. The project aimed to transform charcoal from being a driver of deforestation to incentivising sustainable forest management in such a way as to improve rural livelihoods and increase resilience to climate change.

  6. Transforming Tanzania’s Charcoal Sector: Project Hypothesis / Theory of Change The charcoal value chain can be transformed to: • Incentivise sustainable forest management; • Reduce deforestation; • Improve rural livelihoods; • Increase resilience to climate change.

  7. TTCS Project Goal Delivering sustainable development and benefits to rural communities in Tanzania through enhanced environmental sustainability from better biomass harvesting and through more efficient production technologies and biomass energy-friendly energy sector policies.

TTCS Project Outcomes Outcome 1 - Sustainable charcoal Commercially viable and pro-poor value chains established for legal and sustainably sourced charcoal by applying the making markets work for the poor approach (M4P)’ Outcome 2 – Biomass Energy-related Research, Knowledge Management and Governance Credible data and analysis communicated through coordinated advocacy leading to more biomass-friendly governance of Tanzania’s energy sector.

  9. The TTCS is being implemented in 10 villages in Kilosa District in Morogoro. The villages are situated in between Mikumi National Park to the East and the Rubeho Mountains to the west. They were selected because they have significant areas of woodland. Four of the villages have also been part of TFCG and MJUMITA’s REDD+ project financed by Norway and so also provide an opportunity to learn about how sustainable charcoal production can be combined with REDD+.

  11. The MJUMITA Sustainable Charcoal Model Step 1. Conduct village land use planning and establish village land forest reserves Results in Kilosa 8 villages with village land use plans and village land forest reserves covering 59,958 ha = woodland = Village land forest reserves

  12. Step 2. Integrate charcoal forest management units in the Village Forest Reserves i.e. areas designated for sustainable charcoal production Results in Kilosa 6,040 ha of woodland designated for sustainable charcoal production ~ 10% of the VFRs

  13. The harvesting cycle is 24 years. This is based on ecological research on miombo woodlands and aims to harvest at the point that the annual increment in biomass is at its highest. Each FMU is divided into 24 coupes. One coupe is harvested each year.

  14. Step 3. Map out coupes within each FMU and assess stock

  15. The village natural resource committees have been trained to assess the available biomass within a coupe. With this information, the annual charcoal quota is calculated; and this then provides the ceiling for harvesting permits. Care is taken not to harvest valuable timber trees; or trees on steep slopes. The project is experimenting with different ways of balancing rapid regeneration with minimising risks to the environment.

  16. A requirement for producing charcoal in the coupes, is that the producers use improved basic earth kilns. These can improve efficiency by up to 42 %. The project has trained over 500 producers to use the improved kilns and over 400 have joined the producer groups authorised to operate within the reserves.

  17. FMUs managed to allow regeneration over a 24 yr harvesting cycle. Regeneration is based on coppicing. • 70 to 100 % of harvested stumps in wet miombo woodland will coppice; • faster than growing from seed as root stock is already well-developed. Model is not applicable in high biodiversity Coastal and Eastern Arc Mountain forests.

  19. Step 6. Producers sell their charcoal to transporters. Step 7. Transporters demonstrate that the charcoal has been sourced legally from a sustainably managed VFR for exemption from TFS royalties at natural resources check-points along the highway by showing: • Transport permit • Production license

  20. The charcoal produced in the reserves has sold well; and the villages have earned fees from issuing permits that have generated a revenue of almost US$ 100,000. Some villages have adopted a fee of 14,400 per bag i.e. the same rate as is charged by the government. Whilst others have adopted a lower fee. The district and Municipality are also paid TZS 1000 – 2000 per bag. Transporters mention that buyers appreciate the high quality of the charcoal that comes from the improved kilns.

Challenges and barriers Project villages are an island of legal, sustainable production in a sea of illegal / informal production. • Production from the 8 villages is ~ 0.1 % of the ~ 1.3 million tonnes / yr of charcoal consumed in urban areas. • Almost all charcoal is being produced without considering the available stock; and without investment to ensure regeneration of the stock post-harvesting. Where permits are issued for harvesting, there is minimal monitoring to ensure that producers and transporters comply with the terms of the permits. This free-for-all undermines sustainable charcoal.

  24. Challenges and barriers Is there a contradiction in TFS’s responsibility to promote CBFM; and its dependence on revenue derived from permits for harvesting in village land? • TFS earned 49 % of its revenue from unreserved forests on village land and from Central Government Forest Reserves and yet TFSspent ten times more on plantations than on natural forest management in 2013/14

Challenges and barriers Absence of a clear, consistent national policy or strategy on charcoal and other forms of biomass energy More effort is needed to manage charcoal production and monitor the origin of charcoal being traded. Agricultural strategies promoting the conversion of forests to agriculture result in the conversion of valuable forests and woodland into marginal agriculture; need for a policy shift.

  26. Opportunities and enabling factors Experiences from Kilosa show that a formalised, sustainable charcoal value chain: • is competitive even in the current market; • can deliver significant revenues for community development; • can incentivise and enable communities to manage large areas of woodland and forest on village land.

  27. Opportunities and enabling factors With 15 – 20 million ha of woodland on village land; of which 2.3 million ha are already in >800 village land forest reserves, there is significant potential to scale up; Managing natural woodland for charcoal production is a more cost-effective and pro-poor approach to sustainable charcoal production than creating new tree plantations; Sustainable charcoal production can diversify rural livelihoods and thereby increase resilience to climate change.

  28. Way forward - TTCS Phase II Scale up sustainable charcoal production by introducing the model in villages in other districts – high potential areas include Morogoro, Coast and Tanga Regions; Facilitate stakeholder collaboration to identify gaps / contradictions in policy and policy implementation in order to create a more supportive policy framework; Support more rigorous law enforcement to reduce the flow of illegal and unsustainable charcoal.
