  1. Présenté par Patrick Souchu ADS-B Out Certification JAA CNS/ATM 1st february 2006

  2. ADS-B out : Statement of issue • ADS-B out : Broadcast of identification, position, altitude, velocity, Navigation integrity data by the aircraft • 1090 ES technology • Used initially for radar-like surveillance service by ATC • Part of ADS-B Package 1 application : ADS-B NRA, ADS-B ACC, ADS-B TMA, ADS-B APT, ADS-B ADD • Ground stations are easy to install and much cheaper than radar • ADS-B separation standard under approval by ICAO • 5 Nm separation already approved by Australia under specific conditions • Simple installation in the aircraft : transponder + GNSS receiver • Currently under implementation : Australia, US, France (La Réunion Island), CASCADE program in EUROCONTROL • Stream 1 : 2008-2011 • Mediterranean project

  3. ADS-B Installation • Many aircraft are already fitted with ADS-B capabilities • Many Mode S transponders for Enhanced surveillance are capable of ADS-B • No certification of ADS-B data, only non interference considerations • Guidance material was needed : PP039 • First draft developped for the june 2005 meeeting • Second draft discussed in Berlin : steering group draft • Proposal for a preliminary RIA • Received comments and additional input from RFG included in version 3

  4. Proposed guidance material • Guidance for installation, certification and maintenance of ADS-B installation • ADS-B system compliant with ED102/DO260 as a minimum • Identification of the aircraft • Barometric altitude shall be provided and geometric altitude may be provided • Position shall be provided with quality indicators NUC or NIC/NAC/SIL • If NUC is provided, its value must correspond to HIL (Horizontal Integrity Limit) • GNSS capability required for separation purpose (NUC >= 5) • Receiver compliant with TSO C129 (+ FDE + continuous RAIM 0,3 Nm) or TSO C145/C146 • Periodic update interval of at least 1 s

  5. PP039_3 • Version 3 vs version 2 : • Paragraph 9.3 : list of standards for GNSS receivers • Update of reference document list and acronym list • Appendix 3 Table 2 : criticality of parameters coming from RFG SPR definition (draft ED-126) • RIA • Minor rephrasing in paragraph 3 and 4 • Addition of new items in aviation requirement outside EASA scope • ATC rules for use of ADS6B surveillance • Consideration for operational rules • Security aspect
