  2. Mission Statement • ICASE is organized to serve, support and represent special education administrators in Indiana in order to provide high impact learning opportunities for all students.

ICASE Vision • Increased and involved membership • Recognizable system of support for members • Initiate and influence legislation and policy development • Systematic professional learning plan • Cultivate, recruit, and retain exemplary special education professionals • Stronger partnerships with parent leadership groups • Continued national involvement • Improved student outcomes

ICASE HISTORY • Founded in 1961 • The first ICASE constitution adopted in 1962 • Special Education in the State of Indiana has been authorized under state statutes since 1927. • A sub division of the Council of Exceptional Children (CEC) • National member of Council of Administrators of Special Education (CASE)

Membership Benefits • Mentor program for new directors. • New directors training 2-3 times per year. • First hand information from DOE. • Directors list serv. • Monthly roundtable meetings. • 2 Indiana conferences per year pertaining to law, trends, best practice, leadership and compliance at both State and Federal levels.

  6. ICASE Director supports • Data collection and reporting • Evaluations • Related services • Suspensions/expulsions • Manifestation determinations • Compliance monitoring • Funding/MOE • Proportionate share • Disproportionality • Appropriate IEP’s • Due Process/Complaints/Mediation • Medicaid

  7. ICASE Executive Committee • Meets monthly to support the special education directors in Indiana by: • Providing a voice to state legislation • Supporting accountability for all students • Being at the table with other agencies and resources to better serve students with disabilities.

  8. A shared vision for accountability • LRE: Least Restrictive Environment • FAPE: Free appropriate Public Education • Seclusion/restraint plan for all students • Non-compliance can be costly • Building wide PD/curriculum with special ed as part of the planning agenda. • Parent requests for an evaluation • Waiting too long can hurt you • Comments to never make in a case conference.
