  3. MACFO History • First CFO was appointed in 1973 by Wadena County Board – Greg Kempf • First CFO Conference held in 1974 • MACFO was formed in October 2001 • Mike Hanson was the first President

MACFO Preamble/Mission We, the duly appointed County Feedlot Officers in the State of Minnesota, do hereby join together to form the Minnesota Association of County Feedlot Officers, so that we may better serve the needs of the livestock producers, the general public, and local and state government.

MACFO Preamble/Mission (cont) Our mission is to further educate the general public about livestock operations, to assist livestock producers with recognizing the benefits of proper nutrient management, and to foster working relationships with livestock producers so that both the environmental permitting process and the requirements of MN Rules Chapter 7020 are better understood and implemented.

MACFO Objectives • Create a forum to exchange info and experience on FL activities • Arrange and participate in research projects, publications, and education materials • Participate in conferences and workshops and the development of educational programs for CFOs • Establish relationships with all organizations involved with FLs

MACFO Objectives (cont) • Encourage, promote, and provide opportunities for professional development of CFOs • Encourage sound legislation, regulations, and admin proc in the FL industry • Encourage leadership and consistency in the animal industry • Foster cooperation, training ops, exchange of ideas and enhance working relationships w/ Local, State, Federal agencies

  10. MACFO/MPCA Relationships • The MPCA and MACFO are represented on all teams • Discuss issues in each area and forward policy/training ideas to MPCA Feedlot Management Team and MACFO Board • MACFO Board and MPCA Feedlot Management Team meet quarterly to discuss policies and planning

  13. County Hierarchy • Elected Officials • Commissioners • Auditor • Treasurer • Assessor • Recorder • Sheriff • Attorney, etc • Some of these positions may be appointed or combined in some counties

  14. Appointed Staff • Coordinator/Administrator • Administrator has a little more authority than Coordinator • Auditor is the Administrator in some counties • Department Heads • “Plebes” (Like me!)

What Commissioners Do… • Most Boards meet twice a month (some meet more often) • Serve on various local, regional, and state committees • Get to know Commissioners that serve on committees pertinent to your line of work. • Make decisions and set policies that broadly effect the county • They hire employees to see to the details

Commissioner Preferences • Get to know what types of information your Commissioners prefer to receive • They always like to hear about success stories • How detailed should your information be? • Budgeting – Very Detailed • Work Plans and Annual Reports - detailed in writing, but discussion can be broad (be prepared to answer detailed ?’s)

  17. Commissioner Preferences (cont) • Do your Commissioners want to know about enforcement in their districts? • Do Commissioners want to know about complaints in their districts? • Each county is different!

  18. Communicating with Commissioners • ALWAYS be prepared for a barrage of questions • Ask for advice from supervisors or more experienced staff • Present with confidence • Discuss the good and the bad • Remain “unbiased”

  19. Communication (cont) • Keep your supervisors in the loop • Can offer suggestions • Can give support if needed • Supervisors Include: • Department Heads • Coordinator/Administrator/Auditor

  20. County Politics • Get to know the politics of your county • Ag vs. Urban • Livestock vs. Grain • Review county’s Comprehensive Land Management Plan • Review county’s Water Resources Management Plan • Review Zoning Ordinance • Review your Department’s Budget

  21. Comp. Plans • Plan will discuss WHAT types of development the county encourages • Is livestock development a significant part of the plan? • Is conservation a significant part of the plan? • Plan will also discuss WHERE certain types of development should take place

  22. Water Plans • Water Plans focus on protecting water • Feedlots are usually a significant part of the Plan if the county has a large number of feedlots • The extent of the feedlot portion will give you a clue as to how much regulation of feedlots is expected

  23. Zoning Ordinances • Prescribes rules and regulations regarding land uses in each zoning district of the county • Must follow MN Statute Chapter 394 • Should be consistent with Comp and Water Plans • Familiarize yourself with ENTIRE zoning ordinance, not just Feedlot section

  24. Department Budget • Does the county levy more than is necessary to match the Grant? • Can be an indication of how supportive the county is of the program • Does the county offer low-interest loans for feedlot improvements? • Has the county spent money on corrections in the past?

  25. County Policies • Know the policy on how to get on the Board Agenda • Know the “Open Meeting” law • Don’t talk to more than two Commissioners about an issue outside of Board meetings, even on the phone • Know policies about talking to the media

  26. County Policies (cont) • Know and FOLLOW the general employee conduct policies • Dress code • Harassment • Paid leave • Customer support, etc • Following county policies shows that you are PROFESSIONAL!

  27. Job Description • Review and understand what you are hired to do • Can help justify actions taken (especially enforcement)

  28. Summary • MACFO is available to assist CFOs • MACFO works with the MPCA to promote sound policies • County government is different from county to county • Get to know your county system well • Get to know your Commissioners and keep lines of communication open • Know your county politics, policies, zoning code, and job description well
