  3. Emergency management is the managerial function charged with creating the framework within which communities reduce vulnerability to threats/hazards and cope with disasters. The goal of emergency management is to: Reduce the loss of life. Reduce property loss and damage to the environment. Protect the jurisdiction from all hazards. (Source: International Association of Emergency Managers document: Principles of Emergency Management Supplement, 2007)

Emergency Services & Disaster Law Code of Virginia (44-146.19) “Each political subdivision within the Commonwealth shall be within the jurisdiction of and served by the Department of Emergency Management and . . . [e]ach political subdivision shall maintain . . . an agency of emergency management . . . .”

  5. Code of Virginia (44-146.19) continued “1. In the case of a city, the mayor or city manager…shall appoint a coordinator of emergency management with consent of council; 2. In the case of a county, a member of the board of supervisors selected by the board or the chief administrative officer for the county…shall appoint a coordinator of emergency management with consent of the governing body; 3. A coordinator of emergency management shall be appointed by the council of any town to ensure integration of its organization into the county emergency management organization….”
