About the SA Cities Network • The South African Cities Network (SACN) was established in 2002 by the Minister of Provincial and Local Government, the nine biggest cities in SA and the South African Local Government Association as an independent non-profit organisation. SACN was set up as a learning network with the mandate to: • Promote good governance and management in South African cities; • Analyse strategic challenges facing South African cities, particularly in the context of global economic integration and national development challenges; • Collect, collate, analyse, assess, disseminate and apply the experience of large city government in a South African context; and • Promote shared-learning partnerships between different spheres of Government to support the management of South African cities. • SACN’s functions are organised around the City Development Strategy quadrants of Inclusive, Productive, Sustainable and Well-governed cities.

Cities Network supports the NLTB (B51-2008) • Supports assignment of responsibility for public transport clearly to city government • Notes that it is consistent with DoT’s National Land Transport Strategy • Disagrees with attempts to revise the bill in a manner which re-introduces confusion around responsibilities

Our conceptual framework • Good access and mobility makes cities work • Poor access and mobility makes cities socially fragmented and economically inefficient • Effective public transport depends on good integration with the city’s built environment • eg. zoning, town planning, densification, location of key facilities, roads, lighting, water supply, sewerage, etc

Clear accountability is the basis of good government • Clear accountability is the starting point for • Democracy • Implementation • Co-operative government requires clear differentiation between the spheres • Accountability in transport sector has been very unclear • Need to combine public transport with other built environment related functions at city level

Co-operation across municipalities • Most commuting is contained within municipal boundaries • However, sometimes travel patterns cross municipal boundaries • This requires co-operation between municipalities • Only if travel patterns are primarily inter-municipal should provinces or national take responsibility • Co-operation between municipalities should be built from the bottom up

  7. Travel patterns in SACN cities • In most of the nine cities over 95% of trips stay within the municipal boundaries • Johannesburg has the most cross-boundary trips – 15% • Only 5% of Tshwane trips are cross-boundary trips

Financing of public transport • Cost structure of public transport depends on many factors • Urban form, difference between peak and off-peak demand, income levels • Well directed infrastructure spending and well managed systems can reduce costs and improve services • Requires well designed funding streams

  9. Some issues in the NLTB • Confusion over ‘Transport Authorities’ • An ‘authority’ or an ‘entity’ created by an authority? • Do we need ‘Transport Authorities’ as in the current NLTB? • Can we not achieve the same effect in a simpler way that is less legally contentious?

Possible approach • Use the term ‘Transport Authority’ for those municipalities currently called ‘Designated Planning Authority’ • Through the Systems Act any municipality may create a municipal entity to implement its authority • Provide for co-operation between adjacent municipalities in a new clause 11(3) • Note that they may implement by creating a municipal entity which is jointly owned by more than one municipality

Definition of Designated Planning Authorities • Current definition is being contested by COTO • May need criteria rather than names • Suggest metros are automatically DPA’s • Need criteria to identify some B municipalities as DPA’s • May choose to use the term Transport Authority for what are now referred to as DPA’s

  12. Funding arrangements • Funding is critical to success • But we must accept that what we can do in NLTB will be limited • otherwise a Money Bill • There is merit in the concept of a Municipal Public Transport Fund • Easier public acceptance of dedicated revenues • Clearly identifiable place for funds from other spheres • Can help limit unsustainable demands • Need to engage with National Treasury on funding of transport

  13. Way ahead • Proposal on Transport Authorities is quite significant • If general approach is viewed favourably SA Cities Network would be willing to engage further on detailing it
