Catastrophic Incident: an extreme natural disaster or act of terrorism, that overwhelms or destroys the existing supply and distribution infrastructures thereby placing the public at significant risk due to lack of basic commodities. Management of Spontaneous Volunteers • Unaffiliated • May or may not have appropriate training • Generally not familiar with ICS and Command System • Lack reliability & credibility standard • May pose a security risk • Use for low skill tasks • Organize using Volunteer Center or similarly trained management resource • Encourage affiliation VOAD York PA

Unaffiliated Management of Spontaneous Volunteers • What is an Unaffiliated Volunteer Reception Center? • Planned process to integrate unaffiliated/spontaneous volunteers in disaster response and recovery operations • Implemented by incident command when regional resources are overwhelmed and need additional volunteer personnel • Utilizes accepted protocol for professional volunteer management through: • Registering • Interviewing • Screening • Safety/Job Training • Referral and placement of spontaneous volunteers VOAD York PA
