FinnSight 2015 • FinnSight 2015 – Science and Technology in Finland in the 2010s is a joint foresight project of • The Academy of Finland • Tekes, the National Technology Agency of Finland • The process is underway • Carried out in 2005-2006 • The Academy of Finland and Tekes will publish the results of the foresight project in August-September 2006.

  3. Objectives • FinnSight identifies: • The factors of change with bearing on Finnish business and society at large, • areas of expertise which contribute to the well-being in society and the competitiveness of business and industry by means of scientific research and innovation activities. • FinnSight supports • the development of new internationally competitive centres of excellence and clusters of expertise. • FinnSíght reinforces • strategy work at the Academy of Finland and Tekes.

  4. Organisation • The project is led by a steering group composed of representatives of Academy and Tekes management. • The Academy’s President and Tekes’ Director General chair in turn the steering group meetings. • The core group composed of experts from the Academy and Tekes • Is responsible for the planning of the project and supporting of the panel’s work. • The core group is chaired by Professor Ahti Salo who also acts as the FinnSight 2015 project manager. • Foresight will be carried out by ten panels • Comprising two chairs and ten other experts each. • The panels have representatives from business, research and civic organisations.

Invitation Process of Panelists • Experts in the Academy of Finland and Tekes identified possible panel chairs and other panelists • The core group drafted a proposal for panelists in view of • The diversity of leading experts e.g. from business, research and public sector • Gender issues • Regional aspects • Invited panel chairs were invited to suggest possible further changes among panelists • Selected panelists were invited

  6. Panels • The core of the foresight project comprises ten expert panels, each of which is composed of 12 experts.

Communication and Process Support • Panelists are encouraged to discuss the issues with their colleagues, • but not to refer directly to the meetings or the materials of the panels. • FinnSight process is supported by two websites: • main site • open for public • general information about the project • project site • supports the work of panelists, core group and reporter • behind password

  8. Main Phases • The project plan consists of three phases • Phase 1 October 2005 • Mapping and assessment of factors of change • Phase 2 November - December 2005 • Mapping and assessment of areas of expertise • Phase 3 December 2005 – January 2006 • Examination of linkages between panels

Phase 1 Factors of Change • Refers to • an event or a gradual development that influence on the materialization of the change that is relevant to the future research and innovation activities. • Relates to • essential changes in the global environment, • growing needs in the Finnish business and society or • foreseeable achievements in science and technology.

Phase 1 Factors of Change: Process 1. a) Mapping of factors of change (one week) • each panelist identify 3-6 factors of change via internet 1. b) Assessment of factors of change (one week) • panelists assess and comment the factors of change in terms of probability and significance 1. c) Synthesis of questionnaire results (half a week) • panelists familiarise with the analysis of the results 1. d) Meeting (half a day) • panelists discuss and elaborate the questionnaire results

Phase 1 Factors of Change: Synthesis • The quesionnaire results are presented in a compiled report • factors of change are illustrated in view of probability (vertical) and significance (horizontal) • In the meetings, the chairs facilitate the discussion on • possible new relevant factors • links between the factors • the most significant 10-12 factors of change

Phase 2 Areas of Expertise: Definition • Area of expertise is a group of actors, who • produce and apply information based on the research and technological development and, thereby, • aim at answering the needs of business and society. • Panelist identify areas of expertise in view of • the present and future development needs of Finnish research and innovation activities

Phase 2 Areas of Expertise: Process 2.a) Mapping of areas of expertise (2-3 weeks) • each panelist propose 3-4 descriptions of areas of expertise 2.b) Assessment of expertise areas (one week) • panelists assess and comment each others’ areas in terms of probability and significance. 2.c) Synthesis of questionnaire results (half a week) • panelists familiarise with the analysis of the results 2.d) Meeting (half a day) • panelists discuss, elaborate and prioritise the areas of expertise
