What is LOGCAP The Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to pre-plan during peacetime for the use of civilian contractors to perform selected services in wartime and other contingencies to augment US forces in support of Department of Defense (DoD) missions. • LOGCAP’s primary focus is to provide support and improve the operational strength of US Army forces. • LOGCAP can also provide support to other US military services, coalition and/or multinational forces, and other government/non-government agency components in support of joint, combined, coalition and multinational operations. This includes operations other than war, such as peacekeeping or humanitarian assistance missions.

  4. Why LOGCAP • Substantial reduction in military force structure, during the Post-Vietnam Era, pressured the US Military to outsource CS/CSS for wartime and other contingency use. • Allows the US Army to surge CS/CSS requirements and then turn off when not needed - maximizes resources.

LOGCAP III Contract • LOGCAP III • Current Program (as of July 07) • Current value of total contract - $23.4 Billion • 15 active task orders - $5.15 Billion • Contractor force structure • LOGCAP III Contract • Awarded December 2001 – single contract to KBR • One year base contract, nine 1 year options • Indefinite Delivery/Indefinite Quantity contract • Most task orders cost plus award fee

LOGCAP IV • Planning and Program Support contractor • SERCO Incorporated on 16 Feb 07 • Base year with four one-year options • Execution contractor • Multiple-award ID/IQ • DynCorp International LLC • Fluor Intercontinental Inc. • Kellogg, Brown and Root (KBR) Services • Base year with nine one-year options • Maximum value of up to $5 Billion per year • Provides for competition at the task order level • Protest of award has been filed – no decision yet

LOGCAP OPPORTUNITIES • Contact prime contractors for subcontract work • Contractors need to be: • Flexible, quick responders • Travel-ready (passports, medical) • Providing specialized services or equipment • Familiar with host country requirements • LOGCAP IV contracts have additional Army subcontracting small business targets • CONUS and OCONUS work • Part of Award Fee criteria

LOGCAP IV • Path forward • Resolution of protests • Institute aggressive, expedited competition process • Transition LOGCAP III task orders to LOGCAP IV via competition • Continue to engage KBR for LOGCAP III • Effectively use Support contractor for program support, to assist customers, in the task order process • Greater use of programmatic metrics to track/improve performance
